HomeMy WebLinkAbout2011 09 26 Consent 200 Continuing Engineering Services COMMISSION AGENDA CONSENT X INFORMATIONAL ITEM 200 PUBLIC HEARING REGULAR MGR /DEPT September 26, 2011 Meeting Authorization REQUEST: The Public Works Department requesting authorization to renew continuing services agreements for civil engineering services with CPH Engineers, Inc., Camp Dresser & McKee, Inc., and Johnson, Mirmiran & Thompson, Inc. for up to three years SYNOPSIS: The Public Works Department issued a Request for Qualifications in 2008 (RFQ #008/08/BF) from professional engineering consultants for Civil Engineering Continuing Services. A total of six firms were selected and approved by the City Commission for three-year contracts, with the option to extend the term for up to three one-year renewals. This agenda item is requesting authorization to renew the contracts for three of the six firms under contract. CONSIDERATIONS:  In May 2008 the Public Works Department issued a Request for Qualifications (RFQ #008/08/BF) from professional engineering consultants for Civil Engineering Continuing Services. The purpose of the RFQ was to select consultants to perform civil engineering services in each of the following three general areas: 1)Transportation and Traffic Engineering 2)Stormwater Engineering 3)Civil Site Development  The Civil Engineering Continuing Services contracts are intended for project assignments not to exceed $200,000 for studies and for construction projects having a total construction cost not to exceed $2.0 million, in compliance with the Consultants Competitive Negotiation Act (CCNA), F.S. 287.055.  A total of 24 submittals were received and evaluated in 2008 for the RFQ. The following six (6) firms were selected and approved by the City Commission for three-year contracts at the August 11, 2008 City Commission meeting, with the general service area and local office location noted: City Commission – Regular Meeting September 26, 2011 Consent Agenda Item # 200 Page 2 of 3 Transportation and Traffic Engineering Pegasus Engineering, LLC (Winter Springs) Johnson, Mirmiran & Thompson, Inc. (Lake Mary) Stormwater Engineering  Camp Dresser & McKee, Inc. (Maitland)  Royal Consulting Services (Longwood) Civil Site Development  CPH Engineers, Inc. (Orlando)  Highland Engineering, Inc. (Orlando)  The intent of selecting six firms was to broaden the City’s base of engineering consultants by selecting firms with expertise in the specific service areas most often needed by the City. Having engineering consultants under contract in a continuing services role streamlines projects by not having to request qualifications and conduct a selection process on a project-by-project basis.  The Continuing Services Contracts have a three-year term, expiring in September 2011, with an option to extend the term for three additional one-year renewals (years 4, 5, and 6).  Based on the performance of the consultants over the past three years and Staff’s projected need for continuing engineering services over the next three years, Staff is requesting to renew the contracts for CPH Engineers, Inc., Camp Dresser & McKee, Inc., and Johnson Mirmiran & Thompson, Inc. These three consultants have performed well and have consistently provided cost-effective services to the City. These three firms offer a broad range of civil engineering services and their hourly rates have remained stable throughout the contract period. The projected consultant workload over the next three years does not at this time warrant the need to have six firms under contract.  Staff is requesting that the Commission authorize up to three one-year contract renewals (years 4, 5, and 6), with the determination of whether to execute the second and third one-year renewals (years 5 and 6) to be made by Staff at the end of each one-year extension period based on satisfactory performance. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. Funding for project assignments to be performed under these agreements will follow the City’s normal budgeting and approval process. This Information Has Also Been Posted Outside City Hall, Posted Inside City Hall With Additional Copies Available For The General Public, And Posted At Five (5) Different Locations Around The City. Furthermore, This Information Is Also Available To Any Individual Requestors. City Staff Is Always Willing To Discuss This Agenda Item Or Any Agenda Item With Any Interested Individuals. RECOMMENDATION: Staff recommends the City Commission authorize the renewal of continuing services agreements for civil engineering services with CPH Engineers, Inc., Camp Dresser & McKee, Inc., and Johnson, Mirmiran & Thompson, Inc. for up to three years, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
