HomeMy WebLinkAbout2011 09 26 Consent 201 Stormwater Pond Maintenance COMMISSION AGENDA X CONSENT INFORMATIONAL ITEM 201 PUBLIC HEARING REGULAR MGR /DEPT September 26, 2011 Meeting Authorization REQUEST: Public Works/Stormwater Division Requesting Authorization to Enter into an Agreement with Clarke Aquatic Services, Inc. for Aquatic Weed Control and Maintenance Services of City-maintained Ponds. SYNOPSIS: The City’s annual contract for aquatic weed control and pond maintenance services was advertised for bidding in August 2011. Based on Staff’s review of the six (6) bids received, Staff is recommending awarding the annual contract to Clarke Aquatic Services, Inc. in the amount of $41,587.32. CONSIDERATIONS:  The City’s annual contract for aquatic weed control and pond maintenance services was advertised for bidding in the Orlando Sentinel on August 7, 2011. Bid # ITB008/11/ZP was opened on August 25, 2011 and the six (6) bids received were as follows: 1.Apex Pest Control, Inc. $31,488.00 2.DGC Environmental Services, Inc. $38,661.04 3.Clarke Aquatic Services, Inc. $41,587.32 4.De Angelo Brothers, Inc aka Aquagenics $41,652.00 5.Lake Masters Aquatic Weed Control, Inc. $44,050.00 6.Aquatic Weed Control, Inc. $58,168.00  After receiving the bids, Staff performed a thorough evaluation of the three lowest bidders, which included contacting supplied references, performing site inspections of ponds currently maintained by the bidder, meeting with representative(s) from the bidders, and telephone conversations with the bidders. Based on this evaluation, Staff determined that Apex Pest Control and DGC Environmental Services did not have sufficient recent experience in performing pond-maintenance services of a similar scope and nature to what City Commission – Regular Meeting September 26, 2011 Consent Agenda Item # 201 Page 2 of 3 is required for the City’s contract. More specifically, both Apex and DGC demonstrated very little experience performing pond maintenance services for local city and/or county governments.  Staff’s bid evaluation determined that Clarke Aquatic Services has sufficient experience in the services to be provided, including Clarke’s current pond-maintenance contract for the City of Port Orange for the past several years.  Clarke Aquatic Services’ bid of $41,587.32 is the third lowest but still within the budget and less than the current contract amount of $46,560. Clarke’s references for similar services were satisfactory, and Clarke has a satisfactory service record with the City based on their continued furnishing of mosquito-control services for the City.  The contract is for the monthly maintenance of 82 stormwater lakes & ponds and 6 canals throughout the City. The contract period is for twelve months, starting in October 2011, with an option for a second and third twelve-month period and with provisions for an annual price increase of up to 2% based on the Bureau of Labor and Statistics – Producer Price Index and contingent upon an acceptable job performance. FISCAL IMPACT: The funding source for the $41,587.32 annualized cost to maintain stormwater ponds is line code 3800-54693 of the Stormwater Utility Budget. The annualized cost of $41,587.32 is within the budget and less than the current annual contract amount of $46,560. The funds for this project will be expended over the twelve-month contract period. COMMUNICATION EFFORTS: This Agenda Item Has Been Electronically Forwarded To The Mayor And City Commission, City Manager, City Attorney/Staff, And Is Available On The City’s Website, LaserFiche, And The City’s Server. Additionally, Portions Of This Agenda Item Are Typed Verbatim On The Respective Meeting Agenda Which Has Also Been Electronically Forwarded To The Individuals Noted Above, And Which Is Also Available On The City’s Website, LaserFiche, And The City’s Server; Has Been Sent To Applicable City Staff, eAlert/eCitizen Recipients, Media/Press Representatives Who Have Requested Agendas/Agenda Item Information, Homeowner’s Associations/Representatives On File With The City, And All Individuals Who Have Requested Such Information. Furthermore, This Information Is Also Available To Any Individual Requestors. City Staff Is Always Willing To Discuss This Agenda Item Or Any Agenda Item With Any Interested Individuals. RECOMMENDATION: Staff recommends the City Commission provide authorization to enter into a contract agreement with Clarke Aquatic Services, Inc. for Bid # ITB008/11/ZP, Aquatic Weed Control and Maintenance of Certain Ponds at an annual cost of $41,587.32 payable from the Stormwater Utility Fund.
