HomeMy WebLinkAbout2009 02 23 Informational 101 Community Assistance Programs Offered in Seminole County COMMISSION AGENDA CONSENT INFORMATIONAL X ITEM 101 PUBLIC HEARING REGULAR February 23, 2009 MGR /DEPT Meeting Authorization REQUEST: The Finance Department Wishes To Inform The City Commission About Community Assistance Programs Offered In Seminole County. PURPOSE: The purpose of this agenda item is to inform the City Commission about the various assistance programs offered in Seminole County. CONSIDERATIONS: At the January 26, 2009 Commission meeting a request was made for the City to assemble a list of organizations that offer financial outreach programs to residents in Seminole County. Information on the two assistance programs detailed below has been placed at both customer service counters (utility billing and permitting) for our customers. This information has also been distributed via email to employees who may come into contact with customers who might request financial assistance, such as the utility billing, customer service representatives (cashiers), operator, senior center, etc. And, a brief write -up including phone numbers and links to these two programs is incorporated on the City's website. Seminole County Government has a Community Assistance Division (407- 665 -2360) that provides a variety of emergency services to eligible residents of Seminole County. The following types of community assistance are offered by Seminole County: • Rental /mortgage assistance limited to one time within a 12 month period; • Utility assistance limited to one time within a 12 month period; • Medical assistance, such as lab work, dental, eye exams and glasses, medical examinations and other minor health care needs, limited to one time within a 12 month period; • Prescriptions, new (not refill) with doctor's written prescription, limited to one time within a 12 month period; • Child care to provide temporary assistance for residents who have been denied 4C services or are currently on the 4C waiting list; • Indigent Burial /Cremation program; and, • Substance Abuse Programs. Informational Agenda Item 101 February 23, 2009 Page 2 of 2 The United Way also has a community assistance program that serves Central Florida entitled 2 -1 -1 Community Resource Information Hotline and the Elder Helpline. These programs offer one -stop access to information about 800 local health and human services and 2,000 other community programs and services. This help line can be reached by dialing 2 -1 -1 or 407 - 839 -4357 and is answered 24 hours a day by highly trained bilingual operators that can connect people with child care, affordable housing, food, rent assistance, transitional housing/shelter, utility bill payment assistance, help with a disabled or elderly family member and much more. A downloadable service provider directory containing almost 400 pages of assistance information is available on the above mentioned database. The record was broken in November, which also marked the 11 straight month of double -digit call increases compared to the same time last year. "Requests for food, rent and utility assistance account for the sharp spike in calls, which show no sign of abating," said Larry Olness, United Way Vice President of Community Services. "Last month, fully 65 percent of calls came from households with children," he added. "Many are headed by parents who have jobs, but are falling further behind financially." As a useful barometer for tracking community needs, 2 -1 -1 has figured prominently in local news coverage. Several TV and newspaper reports have highlighted the vital help being provided to thousands of local residents.
