HomeMy WebLinkAbout2011 05 23 Informational 106 Winter Springs Village Status COMMISSION AGENDA CONSENT INFORMATIONAL X ITEM 106 PUBLIC HEARING REGULAR MGR /DEPT May 23, 2011 Meeting Authorization REQUEST: Public Works Department providing information to the City Commission regarding the status of Winter Springs Village SYNOPSIS: This agenda item summarizes the development status of Winter Springs Village, which was conditionally approved by the City Commission on March 28, 2011. Meritage Homes is currently finalizing the documents needed in order for construction to commence on the Final Engineering phase of the sitework. CONSIDERATIONS:  Winter Springs Village is a proposed subdivision consisting of 202 detached single- family units located on the east side of Tuskawilla Road in the Winter Springs Town Center.  At the March 28, 2011 City Commission meeting, the Commission approved or conditionally approved the following items for Winter Springs Village: Final Engineering o Aesthetic Review o Special Exceptions o Developer’s Agreement o 4-Part Plat o  The following items are currently in progress and are required to be completed before any site construction not authorized by the Early Work Permit can proceed: Finalize and record the Developer’s Agreement o Meritage to submit the Infrastructure Letter of Credit for Michael Blake o Boulevard Recordation of the 4-Part Plat o May 23, 2011 Agenda Item #106 Page 2 of 3 Update the Site Restoration Letter of Credit to reference the new Developer’s o Agreement Obtain Staff approval of the updated Final Engineering plans o  Meritage Homes is expecting to have all of the above items completed by the week of May 16-20, and construction is expected to resume soon thereafter.  The Final Engineering plans were conditionally approved on March 28, 2011, subject to Staff approval of minor modifications based on the updated concept plan presented at the March 28 Commission meeting. The updated Final Engineering plans were submitted for Staff review on April 8, 2011, and Staff returned comments on April 14, 2011. The plans were resubmitted on April 26, 2011, and Staff returned comments on April 28, 2011. Meritage re-submitted the plans for final approval on May 10, 2011, and as of May 13, 2011 these plans are under final Staff review. Landscaping and irrigation plans have not been received by Staff as of May 13, 2011.  A pre-construction meeting was conducted on May 10, 2011 at City Hall with Meritage Homes, the site contractor (Jon M Hall Company), the engineer, and City Staff. One of the first tasks to be performed will be the marking and installation of tree protection barriers for the existing trees to be protected along the north property boundary and along the Tuskawilla Road frontage.  The latest Final Engineering plans show the Tuskawilla Road frontage with a total of 15 parallel parking spaces, all located between the site’s two roadway connections with Tuskawilla Road. The locations of several parking spaces were adjusted to provide more opportunities to preserve existing trees as well as provide more space on the south end of the parking to provide supplemental landscape screening.  Staff will provide a follow-up informational agenda item for the City Commission showing the final Staff-approved version of the Tuskawilla Road frontage including the parking and landscaping. Staff Communications with SJL:  Each submittal of the Final Engineering plans has been posted to the City’s website on the Winter Springs Village page. After each posting of the Final Engineering plans, Staff sent e-mail notifications to a group of residents in St. Johns Landing, including the HOA president and other residents who have been actively involved in the project planning.  Staff’s e-mail on May 11, 2011 to the residents included a brief status update on the development and the expected resumption of construction. Staff will continue to e-mail the residents with any project news and/or periodic updates. FISCAL IMPACT: This agenda item is for information only and has no fiscal impact. Additionally, Portions Of This Agenda Item Are Typed Verbatim On The Respective Meeting Agenda Which Has Also Been Electronically Forwarded To The Individuals Noted Above; And Which Is Also Available On The City’s Website, LaserFiche, And The City’s Server; Has Been Sent To City Staff, Media/Press Representatives On File With The City, And All Individuals Who Have Requested Such Information; And Has Been Posted Outside City Hall; Posted Inside City Hall With Additional Copies Available For The General Public; And Posted At Five (5) Different Locations Around The City. This Agenda Item Is Also Available To Any New Individual Requestors. City Staff Is Always Willing To Discuss This Or Any Agenda Item With Any Interested Individuals. RECOMMENDATION: Staff recommends that the City Commission review and accept the information in this agenda item. ATTACHMENTS: None
