Authorization REQUEST: The Police Department requests to use Fleet Financial Auto Sales and Leasing via quote/bid process for the purchase of one (1), three year old vehicle purchased in the amount of $10,000 from Local Special Law Enforcement Funds. ______________________________________________________________________________ SYNOPSIS: To be more prudent with our budget, the Police Department desires to purchase one (1), three year-old pre-owned vehicle. Purchasing the pre-owned vehicle will allow a greater return of investment on the vehicle due to the fact we are purchasing the vehicle for approximately $4,685 to $6,995 less than current retail price. The Police Department requests the Commission to approve the expenditure of $10,000 from Special Law Enforcement Local Funds. The current balance in Special Law Enforcement Local Funds is $21,354.78. CONSIDERATIONS: The Police Department Criminal Investigations Bureau utilizes unmarked vehicles in their duties. One of their current vehicles is a 2003 Chevrolet Impala. This vehicle will be transferred to the Administrative Bureau and be utilized for transportation to and from the Seminole County Court House and Winter Springs City Hall for department business by civilian staff, since the vehicle can no longer be used in an emergency response situation because of the high mileage. Purchasing this three (3) year old vehicle at $4,685 to $6,995 less than current retail price will increase our return of investment. Additionally, the vehicle’s depreciation works to our favor since the original owner realized the initial depreciation of the unit. The vehicle we purchase CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION MEETING –May 9, 2011 CONSENT AGENDA ITEM 204 PAGE 2 OF 2 from Fleet Financial Auto Sales and Leasing will be assigned to criminal investigators and operated in a non-police patrol environment. FISCAL IMPACT: Funding is requested from Police Special Law Enforcement-Local (Line code 103-64000) in the amount of $10,000. The current the balance in this fund is $21,374.78. COMMUNICATION EFFORTS: This Agenda item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s website, Laser fiche, and the City’s server. Additionally, portions of this Agenda item are typed verbatim on the respective meeting agenda which has also been electronically forwarded to the individuals noted above; and which is also available on the city’s website, Laser fiche, and the City’s server; has been sent to City staff, media/press representatives who have requested Agendas/Agenda item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information; and has been posted outside City Hall; posted inside City Hall with additional copies available for the general public, and posted at five (5) different locations around the city. This Agenda item is also available to any new individual requestors. City Staff is always willing to discuss this or any Agenda item with any interested individuals. RECOMMENDATIONS: Approve the use of Fleet Financial Auto Sales and Leasing of Longwood, Florida using quote/bid process for the purchase of one (1), three year old vehicle from Special Law Enforcement Funds Local for a total expenditure of $10,000.
