Krebs - Seat Five z b b z 0 d CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - APRIL 25, 2011 PAGE 2 OF 4 CALL TO ORDER The Workshop of Monday, April 25, 2011 of the City Commission was called to Order by Mayor Charles Lacey at 4:31 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor Charles Lacey, present Deputy Mayor Jean Hovey present Commissioner Rick Brown, present Commissioner Gary Bonner, present Commissioner Cade Resnick, present Commissioner Joanne M. Krebs, present City Manager Kevin L. Smith, present City Attorney Anthony A. Garganese, present With Consensus of the City Commission, Mayor Lacey said that they would not have an Invocation and Pledge of Allegiance at this Workshop. PUBLIC INPUT No one addressed the City Commission. REGULAR AGENDA REGULAR 600. Office Of The City Manager REQUEST: Requesting The City Commission Receive A Budget Overview Presentation From Staff On The FY (Fiscal Year) 2012 Budget. FISCAL IMPACT: No Funding Is Requested As Part Of This Agenda Item. COMMUNICATION EFFORTS: This Agenda Has Been Electronically Forwarded To The Mayor And City Commission, City Attorney /Staff, And All eAlert /eCitizen Recipients; And Is Available On The City's Website, LaserFiche, And The City's Server; Has Been Sent To City Staff, Media/Press Representatives Who Have Requested Agendas /Agenda Item Information, Homeowner's Associations /Representatives On File With The City, And All Individuals Who Have Requested Such Information; And Has Been Posted Outside City Hall; Posted Inside City Hall With Additional Copies Available For The General Public; And Posted At Five (5) Different Locations Around The City. This Agenda Item Is Also Available To Any New Individual Requestors. City Staff Is Always Willing To Discuss This Or Any Agenda Item With Any Interested Individuals. RECOMMENDATION: The City Manager Is Requesting The Mayor And City Commission Receive a Budget Overview Presentation From Staff On The FY (Fiscal Year) 2012 Budget. City Manager Kevin L. Smith addressed the Mayor and City Commission and explained that the plan is "A `two (2) prong approach' which is to increase our revenues by methods other than increasing the Millage." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - APRIL 25, 2011 PAGE 3 OF 4 With further comments, Manager Smith commented on a six hundred thousand dollar ($600,000.00) shortfall over last year's Budget. Continuing, Manager Smith stated, "The biggest challenge that we have facing us here relates to our Pension discussions." Discussion followed on property taxes and Red Light Camera funds. Related to Red Light Camera funds, Mayor Lacey asked Attorney Garganese, "If the law that passed last year is repealed, does that give us any determination on what to do with the funds that we have been holding aside from those revenue sources? Whether we have to return them or we can spend them ?" City Attorney Anthony A. Garganese stated, "Right now you are holding them in Escrow — I think that would be a discussion that is outside of the purview of the Budget decision." Mayor Lacey then asked Manager Smith, "Relative to the Budget decision, on your FY (Fiscal Year) [20] 12 Property Tax revenue, which range of numbers did you pick between 5 and 7 that David Johnson (Seminole County Property Appraiser) gave you ?" Manager Smith responded, "6." Regarding the Budget Schedule, Ms. Kelly Balagia, Budget Analyst, Finance and Administrative Services Department mentioned that additional Budget related communications would be discussed during the second meeting in May. Continuing, Manager Smith pointed out, "A Budget will be presented to you all by Charter by July 1, (2011), on or before July 1, (2011). We also, as you all know, have a Pension meeting Monday night and there needs to be some type of decisions respectfully, at some point in time to finalize those discussions." Furthermore, Manager Smith said, "We will schedule Budget Workshops, sometime in July." Additionally, Manager Smith remarked, "At the second meeting in July, we will ask you all to set a tentative Millage Rate. That is the rate that we can't go above, but can go below — and then those Millage Rates will be used to send out TRIM (Truth In Millage) Notices from the Property Appraiser; and then Final Adoption of the Budget, two (2) Hearings in September." Manager Smith was then asked when he needed a decision on the Pension, to which he responded, `By Budget Workshops in July, I need a decision." Discussion. Mayor Lacey commented, "The implementation of any proposed changes in the Pension Plan, don't have to be coterminous with the Fiscal Year; I mean we could implement them earlier." Manager Smith remarked, "My recommendation is that any changes that are made, that we implement those this Fiscal Year. That is another reason why July Workshops presumably around July 15 th , ( 2011), would be probably the latest we could go because we need sixty (60) days." Mr. Shawn Boyle, Director, Finance and Administrative Services Department commented briefly on statutory funding. Concluding, Manager Smith suggested, `By the Budget Workshops in July, this decision be put to bed and if the Commission are of the mindset sooner, then I - prefer that."
