REQUEST: Public Works Department requesting the City Commission adopt Resolution
2011-11 supporting the Florida Department of Transportation’s widening of
US 17-92 from Shepard Road to Lake Mary Boulevard
SYNOPSIS:
The Florida Department of Transportation has recently initiated a policy
requesting local government support of their projects. This Resolution is for the
widening of US 17-92 from Shepard Road to Lake Mary Boulevard.
CONSIDERATIONS:
The Florida Department of Transportation (FDOT) is currently in the design phase for the
widening of State Road 15/600 (also known as US 17-92) from Shepard Road to Lake
Mary Boulevard. The project will widen US 17-92 from four to six lanes and will relieve
traffic congestion in this area. The project scheduled for construction in 2012-13.
The Florida Department of Transportation has recently initiated a policy requesting local
government support of their projects. On the 17-92 widening project, FDOT Staff has
coordinated the design with City Staff on the portion of the 17-92 project affecting the
City of Winter Springs, primarily at the 17-92 intersection with Shepard Road.
FISCAL IMPACT:
There is no fiscal impact associated with Resolution 2011-11, and the City is not funding
any part of FDOT’s US 17-92 widening project.
COMMUNICATION EFFORTS:
This Agenda Item has been forwarded to the Mayor and City Commission; City
Manager; City Attorney/Staff; placed in Press Packets; placed in the City Hall (Lobby) City
Commission Meeting binder; and is available on the City’s Website, LaserFiche, and the City’s
Server. Additionally, information related to this Agenda Item has been sent to media/press

representatives who have requested Agendas/Agenda Item information, all Homeowner’s
Associations on file with the City, all individuals who have requested Agendas/Agenda Item
information, Department Directors; and also posted outside City Hall; posted inside City Hall
with additional copies available for the general public; and posted at five (5) different locations
around the City.
RECOMMENDATION:
Staff recommends the City Commission adopt Resolution 2011-11 supporting the Florida
Department of Transportation’s widening of US 17-92 from Shepard Road to Lake Mary
Boulevard, and authorize the City Manager and City Attorney to prepare and execute any and all
applicable documents.

WHEREAS,

will relieve traffic congestion on the Florida State Highway System; and
WHEREAS,
the proposed roadway improvement consists of widening State
Road 15/600 (also known as US 17-92) from four to six lanes from Shepard Road to
Lake Mary Boulevard; and
WHEREAS,
this project is shown in the City of Winter Springs’ Comprehensive
Plan and MetroPlan Orlando’s Long Range Transportation Plan; and
WHEREAS,
the Florida Department of Transportation has initiated a policy
requesting local government support of their projects.
WHEREAS,
the Florida Department of Transportation has coordinated with the
City of Winter Springs staff and incorporated staff comments into the specific design
details of the project.
NOW, THEREFORE, BE IT RESOLVEDBY THE CITY COMMISSION OF
WINTER SPRINGS, FLORIDA,
that the Commission recognizes the need for and fully
supports the State of Florida Department of Transportation in the successful completion
of the design and construction of the roadway improvements to State Road 15/600 (also
known as US 17-92) from Shepard Road to Lake Mary Boulevard.
