Meeting REQUEST: The Community Development Department- Planning Division and Public Works- Engineering Division wishes to provide City Commission with the 2030Bicycle Plan, as developed by the Bicycle and Pedestrian Advisory Committee (BPAC). ______________________________________________________________________________ SYNOPSIS: Providing the 2030Bicycle Plan consisting of an inventory of existing and proposed bike lanes, bike routes and multi-use paths or trails desired for the City’s long-term bicycle network. CONSIDERATIONS: APPLICABLE LAW, PUBLIC POLICY, AND EVENTS Winter Springs Comprehensive Plan Winter Springs Code of Ordinances BACKGROUND DATA The Bicycle and Pedestrian Advisory Board recently adopted the 2030 Bicycle Plan.This Plan consists of an inventory of existing and proposed bike lanes, bike routes and multi-use paths or trails desired for the City’s long-term bicycle network. It is a further refinement of the Conceptual Trails Network Map currently included in the Winter Springs Comprehensive Plan. TheWinter Springs Comprehensive Plan (Multimodal Transportation Element, Policy 1.1.4) includes certain criteria for the evaluation and establishment of the City’s Bicycle Network: The presence of designated bike lanes, designated bike routes, and/or designated multi-use paths or trails at 1-1/2 mile intervals o in an east-west, north-south grid pattern o which run the length of the City o Bike Lane- Designated - 1 - March 28, 2011 City Commission Informational Agenda Item 105 There are no Designated Bicycle Lanes within Winter Springs currently. Bike Lane- Undesignated The METROPLAN Orlando’s Technical Report 4: Bicycle and Pedestrian Plan describes the City’s Existing Bicycle Facilities as “Undesignated Bike Lane” and “Paved Shoulder” (Figure 3: Existing Bicycle Lanes). The described facilities in both cases exist to the right of the white stripe of the right-hand-most through traffic land, are bounded by a curb and appear to be designed or constructed to the specifications of a Bicycle Lane. However, there are no lane markings or signage indicating that it is a Bicycle Lane. Therefore, these bicycle facilities are included as “Bike Lane- Undesignated”. If a Bike Lane is designated, a cyclist is required by state law to ride in that lane. It is the preference of the BPAC to have these lanes remain “undesignated”, to allow the cyclist flexibility. Bike Lane- Proposed Proposed Bike Lanes are included for SR 434, east of SR 417. Bike Route- Designated There are no Designated Bicycle Routes within Winter Springs currently. Bike Route- Proposed A network of Proposed Bicycle Routes within the City is included as part of the long-term Bicycle Plan. Multi-Use Path or Trail- Designated The only Designated Multi-Use Path or Trail currently existing within the City is the Cross Seminole Trail. Multi-Use Path or Trail- Proposed The long term Plan includes a network of Proposed Multi-Use Paths or Trails connecting into the Cross Seminole Trail. The Plan in part is derived from the “Conceptual Trails Network Map (Map VI-6)” included within the Winter Springs Comprehensive Plan. FISCAL IMPACT: None at this time; The City is in the process of examining implementation strategies and funding sources. COMMUNICATION EFFORTS: This Agenda Item has been forwarded to the Mayor and City Commission; City Manager; City Attorney/Staff; placed in Press Packets; placed in the City Hall (Lobby) City Commission Meeting binder; and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, information related to this Agenda Item has been sent to media/press representatives who have requested Agendas/Agenda Item information, all Homeowner’s - 2 - March 28, 2011 City Commission Informational Agenda Item 105 Associations on file with the City, all individuals who have requested Agendas/Agenda Item information, Department Directors; and also posted outside City Hall; posted inside City Hall with additional copies available for the general public; and posted at five (5) different locations around the City. The2030Bicycle Plan was Adopted by the BPAC at their meeting on February 16, 2011. STAFF RECOMMENDATION: Staff requests that the Commission review and receive the Bicycle and Pedestrian Advisory Committee’s 2030 BicyclePlan.The Plan will be a useful tool in applying for grants. The Plan is subject to change, as priority areas are further identified. All multi-use paths in Winter Springs are multi-use facilities available to everyone – bicyclists, skaters, skate boarders, runners and walkers. They provide a pleasant place for recreation because they are separated from streets and minimal conflicts with automobiles. Bike Lanes are portions of streets reserved for the exclusive use of bicycles. They are designated by signs and pavement markings showing a bicycle and a diamond-shaped restricted lane symbol. Bike Lanes are typically found on arterial streets. At this time, none of Winter Springs’ streets have a bike lane designation. Bike Routes are streets which are well-suited for cycling. They might be identified with a green bike route sign. Bike routes are generally residential streets. At this time, none of Winter Springs’ streets have a bike route designation. However, all City streets are open to cycling. sharrow Selected streets may have the “” marking on the pavement to identify to vehicles and cyclists the shared use of the street. At this time, none of Winter Springs’ streets have a shared use (sharrow) marking. Bike Parking should be provided at bicycle destinations, such as schools, parks, stores, high employment concentrations, and major transit stops. The City requires new development along SR 434 to include bike racks and bike racks are included at each bus shelter. Trailheads are intended to be reference points of entry and gateways to the Winter Springs bicycle network. Trailhead amenities may include information kiosks, drinking fountains, benches, tables, automobile parking, and related facilities. Multiuse Sidewalks are sidewalks that are a minimum 8 feet wide and usually are found through or adjacent to neighborhoods. They serve not only pedestrians but the inexperienced cyclists, usually young children. Sidewalks Typical that are 4 to 5 feet wide are found throughout the residential neighborhoods. They serve not only pedestrians but the inexperienced cyclists, usually young children. Sidewalks within the Town Center are required to be a minimum of 12’ in front of retail and 6’ in other areas. Curb-cut Ramps are to be located at all intersections of sidewalks with streets.
