Meeting REQUEST: The Community Development Department- Planning Division and Public Works- Engineering Division wishes to provide the Pedestrian Plan, as developed by the Bicycle and Pedestrian Advisory Committee (BPAC). ______________________________________________________________________________ SYNOPSIS: Providing the Pedestrian Plan consisting of Inventory of Public Sidewalk Gaps- 2011 and Priority Inventory of Public Sidewalk Gaps Ranked by Proximity to, and Number of, Pedestrian Attractors. CONSIDERATIONS: APPLICABLE LAW, PUBLIC POLICY, AND EVENTS Winter Springs Comprehensive Plan Winter Springs Code of Ordinances BACKGROUND DATA The Bicycle and Pedestrian Advisory Board recently adopted a Pedestrian Plan. This Plan consists of an inventory of public sidewalk gaps with a priority listing, ranking the gaps based on a ¼ mile proximity to the greatest number of pedestrian attractors (identified as parks, schools and transit). TheWinter Springs Comprehensive Plan (Multimodal Transportation Element, Policy 1.1.3) includes certain criteria for the evaluation of the City’s Pedestrian Network: The presence of pedestrian paths/sidewalks on both sides of roadways in areas of new development or within ¼ mile of existing schools, o parks, or o transit fixed service routes o The graphic data on the Inventory of Public Sidewalk Gaps- 2011 illustrates these priorities. - 1 - March 28, 2011 City Commission Informational Agenda Item 104 Based on these priorities, a spreadsheet listing sidewalk service gaps in priority areas was prepared and adopted. Only sidewalk gaps within two or more priority areas were included. Improving pedestrian access in priority areas is one aspect of the City’s long term mobility strategy as identified in the Transportation Element of the City’s Comprehensive Plan. FISCAL IMPACT: None at this time; The City is in the process of applying for grants to fund these projects. COMMUNICATION EFFORTS: This Agenda Item has been forwarded to the Mayor and City Commission; City Manager; City Attorney/Staff; placed in Press Packets; placed in the City Hall (Lobby) City Commission Meeting binder; and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, information related to this Agenda Item has been sent to media/press representatives who have requested Agendas/Agenda Item information, all Homeowner’s Associations on file with the City, all individuals who have requested Agendas/Agenda Item information, Department Directors; and also posted outside City Hall; posted inside City Hall with additional copies available for the general public; and posted at five (5) different locations around the City. STAFF RECOMMENDATION: Staff requests that the Commission review and receive the Bicycle and Pedestrian Advisory Committee’s Pedestrian Plan.The Plan will be a useful tool in applying for grants. The Plan is subject to change, as priority areas are further identified.
