Authorizatio REQUEST: The Community Development Department- Planning Division and Public Works Department - Engineering Division in conjunction with the Bicycle and Pedestrian Advisory Committee (BPAC) wish to inform the City Commission of their intention to apply for a 2011 -2012 Community Development Block Grant (CDBG) for $300,000 for sidewalk funding within the area between Sheoah Blvd / MacGregor Rd (on the west), S.R. 419 (on the north), Sherry Av (on the east), and S.R. 434 (on the south). SYNOPSIS: The demographics in this area (known as Census Tract 214.01; Block Group 2) qualify it for CDBG funding. CONSIDERATIONS: APPLICABLE LAW, PUBLIC POLICY, AND EVENTS Winter Springs Comprehensive Plan Code of Ordinances BACKGROUND DATA A recent sidewalk gap inventory was prepared and presented to the BPAC for consideration. The inventory identified this area of the City as one of several priority areas for public sidewalk funding based on criteria identified in the Comprehensive Plan (such as proximity to, and number of, pedestrian attractors [see MTE Policy 1.1.3]). This area is a priority given its Y4 mile proximity to a number of pedestrian attractors: • Winter Springs Elementary School • LYNX Route #434 • Torcaso Park • Sunshine Park February 28, 2011 Informational Agenda Item 103 Page 2 OF 2 Additionally, this area was built on a grid pattern and therefore has a high level of street interconnectivity, supporting its walkability, once sidewalks are provided. The demographics of this area indicate a population of 2261 persons that relies heavily on public transit. Sidewalks will help residents to more safely access public transit. Sidewalks will also help students who attend Winter Springs Elementary School to walk to school more safely. This is one of several grants and funding strategies that the Bicycle and Pedestrian Advisory Committee (BPAC) is pursuing to support and fund bicycle and pedestrian mobility projects. FISCAL IMPACT: The 2011 -2012 CDBG request is for $300,000 in Federal funding to provide approximately 1.6 linear miles of 5' sidewalk. In kind funding for project design, management, administration, and construction inspection will be provided by Staff. COMMUNICATION EFFORTS: This Agenda Item has been forwarded to the Mayor and City Commission; City Manager; City Attorney /Staff; placed in Press Packets; placed in the City Hall (Lobby) City Commission Meeting binder; and is available on the City's Website, LaserFiche, and the City's Server. Additionally, information related to this Agenda Item has been sent to media/press representatives who have requested Agendas/Agenda Item information, all Homeowner's Associations on file with the City, all individuals who have requested Agendas/Agenda Item information, Department Directors; and also posted outside City Hall; posted inside City Hall with additional copies available for the general public; and posted at five (5) different locations around the City. Tentative Implementation Schedule: March 4, 2011- CDBG Application due October 2011 Selected projects receive CDBG funding (subject to Federal funding). STAFF RECOMMENDATION: Staff along with the BPAC wishes to inform the City Commission of their pursuit of CDBG funding for sidewalks. ATTACHMENTS: None
