REQUEST: Parks and Recreation requests that the City Commission review information
regarding hosting a Spring Concert or Event in March, 2011.
SNYNOPIS: On Dec. 13, 2011, our City Commission directed the Parks & Recreation
Department to research options for a Spring Event in March 2011.
CONSIDERATIONS:
• Staff has reached out to various organizations to gauge their interest in participating in a
community event in Winter Springs, we still haven't heard back from all.
• For those who responded, many already have events or activities booked in March 2011,
but were willing to discuss a March 2012 event.
• Many questions remain: (location, time, daytime or evening event, etc..)
• Appears it may be difficult to pull off an excellent event with such short notice.
• Surrounding communities (Oviedo, Lk Mary, Longwood) are not having a March special
event. All are having an Easter event in April.
• Some options considered for a Spring Event in the City include: Stetson University's
Orchestra; UCF Orchestra; UCF Jazz Ensemble; UCF Wind Ensemble; Boston Pops. All
these events would require a fee, their best estimate for costs without knowing the exact
day or times would range from S4,000 to S18,000...depending on the group. All groups
were interested in talking about a 2012 event with more time to plan.
• Additional costs could be a stage & police services for any event.
• Community groups have offered to plan & organize an Easter event in Winter Springs for
April 16 weekend. Police costs would be considered as City costs. (Similar to Art Festival
or Veterans Day events)

• Staff is planning and organizing for our Father/Daughter Dance event on Feb. 11 at the
WS Senior Center.
• Special Event Committee is diligently preparing and planning for July 4th event. Our last
meeting was Jan. 21.
FISCAL IMPACT:
None at this time.
COMMUNICATION EFFORTS:
We would follow our normal procedures below if directed by the Commission to hold an
event.
This Agenda Item has been forwarded to the Mayor and City Commission; City Manager;
City Attorney /Staff; placed in Press Packets; placed in the City Hall (Lobby) City
Commission Meeting binder; and is available on the City's Website, LaserFiche, and the
City's Server. Additionally, information related to this Agenda Item has been sent to
media/press representatives who have requested Agendas /Agenda Item information, all
Homeowner's Associations on file with the City, all individuals who have requested
Agendas /Agenda Item information, Department Directors; and also posted outside City
Hall; posted inside City Hall with additional copies available for the general public; and
posted at five (5) different locations around the City.
RECOMMENDATIONS:
Parks and Recreation recommends that the City Commission review information regarding a
Spring Event in March 2011 and give further clarification and provide direction.
