REQUEST: The Police Department wishes to advise the City Commission of a
comparison of yearly Uniform Crime Report statistics for 2009 — 2010.
SYNOPSIS: To inform the City Commission of the overall crime statistics comparisons
from the year 2009 to 2010 and activities of the Winter Springs Police Department.
CONSIDERATIONS: At the September 13, 2010 regular Commission Meeting the
Police Department reported that comparing our averages to the first 6 month statistics
for 2010 it would indicate an overall decrease would be possible for this year. In 2009,
the police department had implemented several strategies and with the continued
assistance from community involvement we were able to combat any increase, and
have realized a decrease after reviewing the year end report.
Examples of some of these strategies that have taken place are:
• Coordination of services between the Police, other city services, service
providers, and the City Manager's office.
• Crime prevention through community awareness, Neighborhood Watch, Citizens
on Patrol, "Lock It or Lose It" program, monthly Citizens Advisory Committee
meetings, E -Alert, and E- Citizen Program.
• Internal coordination and exchange of information.
• Problem solving projects designed to change behavior or correct conditions that
result in crime, disorder, and calls for police service.
• Code Enforcement efforts using community awareness, proactive response to
property maintenance issues.
• Selected Street Crime unit and operations.
• Vigorous investigations of crime and arrest/prosecution of offenders.
In 2009 the Winter Springs Police Department reported a total of 601 crimes to the
FBI's Uniform Crime Reporting (UCR) Program to the State of Florida and the FBI. The
largest number of these crimes was larcenies with a total of 379 reported thefts.
In 2010 the Winter Springs Police Department reported a total of 468 crimes to the
FBI's Uniform Crime Reporting (UCR) Program. The most notable decrease was in
larcenies and we reported only 278 thefts.
I am pleased to announce that during the period from 2009 to 2010 the Police
Department experienced a 23% decrease in overall Part 1 offenses and a 27%
decrease in larcenies. The Police Department has continued to make a significant
number of arrests and cases closed in these areas during the year and will closely
continue to monitor this latest trend. Winter Springs still continues to be one of the
safest cities to live and work in Seminole County.
FISCAL IMPACT: There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS: No communication efforts beyond the advertising of
the Commission agenda are necessary in conjunction with this agenda item. The
Commission Agenda has been posted on the bulletin board outside City Hall, on the
City's electronic sign; the agenda is electronically posted according to the City Clerk's
procedure.
RECOMMENDATION: The City Commission is being asked to review and accept the
information in this agenda item.
