HomeMy WebLinkAbout2010 11 15 Consent 205 Authorize Precon Corporation for repairs at Water Treatment Plant #3 COMMISSION AGENDA CONSENT X INFORMATIONAL ITEM 205 PUBLIC HEARING REGULAR November 15, 2010 MGR /DEPT /// Meeting Authorization REQUEST: Utility Department Requesting Approval to Authorize Precon Corporation to make repairs to the 0.5 million gallon water storage tank at Water Treatment Plant #3 located at 110 West Bahama Road SYNOPSIS: The purpose of this board item is to request approval to authorize repairs in the amount of $64,090.00 to Precon Corporation for the 0.5 million gallon water storage tank located at WTP #3. CONSIDERATIONS: This project is needed to perform major scheduled maintenance to the potable water storage tank at WTP #3 located at 110 W Bahama Road. Staff removed the tank from service and had an extensive inspection performed by Crom Engineering in 2007. The executive summary of that inspection report is attached. This storage tank was constructed in 1972 by Crom Corporation and has had no structural work done on it since then. There are only two companies in Florida that construct potable pre- stressed concrete tanks; Crom Corporation out of Gainesville and Precon Corporation of Newberry. Corm completed similar repairs to the 1 MG tank at WTP #1 on Northern Way in March Of 2009 at a cost of $114,900. Staff solicited proposals from both companies to implement all recommendations contained in the inspection report including a structural certification. The scope of work includes; replacement of the access manhole, repairs to any exposed reinforcing wire, sandblasting of the dome, recoating with epoxy mortar and epoxy coating, exterior painting, and repairs to all tank accessories. Crom's bid for this work was $77,326.00 and Precon's bid was at $64,090.00. The work will be scheduled in the December /January time frame which typically the lowest water consumption period of the year. MATERIALS AND SERVICES TO BE FURNISHED BY PRECON CORPORATION Precon proposes to furnish all labor, material, equipment, scaffolding, forms and supervision required to complete the repairs in accord with the request of the City of Winter Springs and Precon Corporation's standard prestressed concrete tank design. The services to be furnished by Precon Corporation are specifically: a. Replace existing manhole cover with a stainless steel cover to include stainless steel bolts and new gasket. b. Prepare and coat manhole frame with AquataPoxy A -6 (or equal) c. Epoxy inject hollows in exterior tank wall as identified in the inspection report d. Repair exposed corroding wire mesh on the exterior tank dome, up to 100 square feet. • e. Repair and seal dome pipe penetration. f. Replace missing hardware on aerator. Rescreen aerator — provide and install 24/24 polyester screen and new fiberglass trim. g. Replace corroded brackets at interior ladder connection to dome with stainless steel brackets and hardware. h. Recoat underside of dome and top 3 feet of interior tank walls and baffle wall. 1. Sandblast the entire underside of the tank dome wand top 3 feet of the interior tank walls and baffle wall to remove the existing, delaminating coating. 2. Remove any exposed mesh and patch as required, up to 100 square feet. 3. Remove all used abrasive and properly dispose. 4. Recoat the prepared surfaces with two coats of Tnemec N140 Epoxy (or equal). 1. Restring liquid level indicator and replace pulley boxes. j. Replace fiberglass dome hatch cover. -2- k. Repair exposed corroding steel reinforcement in the hatch curb. I. Replace screen on east overflow opening. m. Replace secondary screens on both offset vents. Price: $46,010.00 n. Add on to paint the exterior of the tank with one coat of primer and two coats of Porter 519 and including a two -toned paint job. Price $ 7,900.00 o. Add on to apply 1/8" of epoxy mortar to underside of dome. This is strongly recommended to keep the additional mesh from rusting through the epoxy paint coating and to seal pin holes. Price $ 10,180.00 2. SERVICES FURNISHED BY OTHERS a. Water for construction b. Electricity for Construction 3. COMMENCEMENT AND COMPLETION We are prepared to furnish sufficient labor, materials and equipment to complete the work within approximately 4 weeks after a mutually agreeable start date. 4. SHOP DRAWINGS AND DESIGN DATA We will submit all data required for approval prior to starting work. 6. BOND The cost of a payment - performance - maintenance bond, issued for a one -year period, is to be added to the bid price if required. The price for this bond is $12.00 per $1,000.00. If utilizing sub - guard, any bonds required will be added to the tank price. 7. SAFETY This proposal is based on performing the work in accordance with Precon Corporation's Safety Program, which meets or exceeds CFR 1926 OSHA Standards. If any additional safety requirements are placed upon us, such as additional site training or safety equipment, the cost for such additional requirements plus overhead shall be reimbursed to us. 8. INSURANCE Precon will furnish an insurance certificate showing coverage of liability, property and worker's compensation insurance upon request. Our insurance will be carried in accord with the general condition requirements. An additional amount will be added to our subcontract price if there are any extra requirements. Builder's Risk insurance will be carried in accord with general conditions requirements. 9. ARBITRATION Any dispute or claim between us shall be settled by arbitration in accord with the American Arbitration Association rules relating to the construction industry. The arbitrator's decision may be entered in any court having jurisdiction. 10. ACCEPTANCE This proposal is offered for your acceptance within 15 days.
