PRESENTATION TO WINTER SPRINGS COMMISION MEETING August 23, 2010 We prepared a petition and then provided the opportunity for Winter Springs residents to sign prior to the Atlantic Housing Project Meeting at Tuscawilla CC on Tuesday August 17. There were 71 people that signed this in the brief period before the meeting. The petition reads: We do not believe this high density, low income, rent subsidized project as proposed meets the zoning requirements of Winter Springs. We also believe the project is unnecessary, would be costly to the city, would increase crime and traffic, would overload the local school system, would negatively affect the Winter Springs Town Center businesses, and would lower home values and thereby reduce tax revenue to the city. This reduction in the revenue would occur while the cities burden would be increased. For all the reasons stated herein we the residents of Winter Springs believe the approval of this proposed project should be denied." Now as we all know the proposal presented that evening was considerably different than anything we had seen previously. This of course raises a whole new series of issues and questions. 1. The reduced size senior housing project now being proposed does not eliminate our concerns, but it is an improvement over the first proposal. 2. Any subsidized portion raises issues. 3. How many of the residents will be the friends /relatives of the residents who have not undergone credit or background checks? Is there any procedure for dealing with this situation? 4.How is it handled for the portion that can be rented to non - seniors? (20% to 19 year olds ?) Is it true that they cannot market it to non - seniors, but can rent to non - seniors? Sounds fishy. 5. This backup plan had to be in place all along. Scott Culp already had the arrangement in place with the seller to make the modification in the land to be purchased. 6. At the meeting one of the residents warned us to watch out for a bait and switch here. 7.After the confrontational approach by Scott Culp at the first meeting and with the AHP background it is a little difficult to suddenly embrace our new friendly partner. This just does not meet the smell test. 8 We have an obligation to backup the many Winter Springs residents who voiced their objections, including those who signed this petition in the brief period before the last presentation. Granted that was with regard to the original proposal, but we just do not, as yet, know exactly what all these changes mean. 9. We should request more time for all of us to consider the new proposal once we and the city have received it. We should not rush to judgment. Either pro or con.
