HomeMy WebLinkAbout2010 10 25 Consent 202 Agreement With Wal-Rose For O'Day Drive Pond Improvements COMMISSION AGENDA CONSENT X INFORMATIONAL ITEM 202 PUBLIC HEARING REGULAR October 25, 2010 MGR /DEPT / Meeting Authorization REQUEST: Public Works Department requesting authorization to enter into a contractual agreement with Wal -Rose, Inc. for construction of the O'Day Drive Pond Improvements (ITB #008- 10 -BF) SYNOPSIS: The O'Day Drive Pond Improvement project consists of the removal and replacement of outfall structures at the O'Day Drive wet detention pond in Oak Forest. Staff recommends awarding the construction contract to the low bidder, Wal -Rose, Inc., in the amount of $47,770.50 plus a 10% contingency. CONSIDERATIONS: • The O'Day Drive wet detention pond is located in Oak Forest Unit 8 between 1132 and 1142 O'Day Drive. The existing concrete overflow spillway and three adjacent circular outfall structures have failed. The three circular outfall structures are known as "vertical volume recovery" structures (or "VVRs ") that use sand media filters to treat stormwater. The VVR structures are difficult to maintain and they do not meet current stormwater design standards. The City's stormwater system has approximately six ponds that currently utilize VVRs, and these are all scheduled to be replaced over the next several years. The O'Day Drive pond is the first VVR replacement project. • The O'Day Drive Pond Improvement project consists of the removal of the failing structures and replacement with a new control structure meeting current stormwater design standards. A baffle wall will also be installed in the pond to improve circulation. The project will restore the stormwater treatment and flood control function of the pond and it will improve the appearance of the area. • The project was advertised for bidding in the Orlando Sentinel on Sunday, August 29, 2010. FISCAL IMPACT: The project cost is $47,770.50 plus a 10% contingency and the funding source is the Stormwater Fund ( #3800 - 65000- 30147). COMMUNICATION EFFORTS: Staff has met onsite with the two homeowners immediately adjacent to the pond to review the project and address any questions or concerns. Before construction begins, Staff will distribute a construction notice to all residents in the project vicinity. RECOMMENDATION: Staff recommends that the City Commission approve Wal -Rose, Inc. for construction of the O'Day Drive Pond Improvements in the amount of $47,770.50 plus 10% contingency funded from the Stormwater Fund and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. Temporary sediment and erosion control facilities includes those Items shown on the plans plus any additional facilities needed to prevent turbid or polluted water from leaving 2 the site. 3 Dewatering includes all facilities and /or permits neede to Implement the contractor's approved dewatering / flow management plan 4 Price includes removal of existing fence and replacement with 5 -foot chain link fence per FDOT Index #802 Price includes complete removal and disposal (haul off site) of the WR structures, concrete spillway, existing 6" PVC piping to the limits shown, and any debris within the work 5 area 6 Price includes all necessary earthwork to comlete the project per plans, including building /restoring the berm at the concrete spillway and the VVR structures 10 Riprap shall be Rubble - Ditch Lining, in accordance with FDOT Spec Section 530 and filter fabric for riprap per Spec Section 514 and Index #199 Restoration includes sodding all disturbed areas with bahla sod (no seeding) and restoring all construction areas to pre- construction condition or better. Disturbed areas along 12 to pond banks shall be sodded down to the correct elevation of 22.2 (NAVD -88) The Alternate Bid Item is for the excavation and offsite disposal of sediments on the pond bottom. Bidders shall provide a unit price per cubic yard, inclusive of all work required for the removal of sediments, including dewatering. I the City decides to proceed with any sediment removal, the quantity to ne removed is estimated to be in the 13 range of 1,000 to 3,000 cubic yards.
