HomeMy WebLinkAbout2010 10 11 Consent 205 Extension of Severn Trent Environmental Services Current Contract COMMISSION AGENDA CONSENT X INFORMATIONAL ITEM2 0 5 PUBLIC HEARING REGULAR .�.;�'J October 11, 2� MGR /DEPT �� Meeting Authorization REQUEST: The Finance Department is requesting authorization from the City Commission to extend the City's current contract with Severn Trent Environmental Services, Inc. to read City water meters for tt��e contract period October 1, 2010 to September 30, 2011. SYNOPSIS: The purpose of this Agenda item is to request authorization to extend the City's current meter- reading contract for Fiscal Year 2010-2011. CONSIDERATIONS: On July 27, 2009 Consent Item # 206 was approved by the City Commission which authorized the City to piggyback off the City of Mount Dora's contract with Severn Trent Environmental Services, Inc. for contract met:,r-reading services. According to the Agreement, Section 1.1 allows for annual extensions providing both sides agree in writing. Please see Severn Trent's contract extension letter dated September 2, 2010. Per Section 9.5 of the City of Mount Dora's contract, annual pricing shall be increased by the lesser of 4% or the Consumer Price Index for all Urban Consumers (CPI-U) each October 1. The new contract pricing has been presented to the City of Winter Springs with an increase of 1.0%, the CPI-U index. Our working relationship with Severn Trent is a good one. They are familiar with our procedures, our routes and meter locations. Service has been excellent and they are always responsive to special requests and issues that may arise. FISCAL IMPACT: Funding is payable from the Utility Billing Division of the Finance Department (in the General Fund 1360-53188) at a cost of $0.72 cents per manual-read meter, $0.62 per touch- read meter and $0.62 per remote-read meter, which represents a 1.0% (1 cent) increase from fiscal year 2010. Most of our meters are manually read with the exception of Courtney Springs and a portion of Parkstone which are touch-reads. The General Fund will be � ` reimbursed by the Water and Sewer Utility Fund for 100% of the fees charged. The 2010- 2Q11 Proposed Budget has included $126,0�0 for this contract. COMMUNICATIQNS EFFQRTS: Cantract will be signed and mailed back to Severn Trent Services. Additionally, rnanthly meeting wi11 be scheduled to make sure that the service levels required and expected by The City of Winter Springs are maintained. This will assure that custamers are being serviced and their expectations are being exceeded! RECOMMENDATI+f3N: It is recommended that authorization be granted to extend the City's contract with Severn Trent Environmental Services, Inc. to read City water meters for the contract periad Octaber 1, 2010 to September 30, 2011 at the following price structure: $0.72 cents per rnanual-read meter, $O.b2 per tauch-read meter and $0.62 per remate-read meter; and that autharization be given to the City Manager and the City Attorney to prepare and execute the necessary documents for the contract extension. At this time, Severn Trent Environmental Services would like to offer a (1) one year extension effective October 1, 2010 through September 30, 2011. Section 9.5 of the agreement allows for a CPI increase on contract extensions. The CPI (see attached) increased 0.103% over the past year, bringing the price per meter for manual read meters from the current $0.71 to $0.72 and the radio /touch read amount from $0.61 to $0.62. Please see the calculations below. All other terms and conditions of the service agreement will remain.
