HomeMy WebLinkAbout2010 09 27 Informational 102 Solary Canal Regional Stormwater Treatment Area Progress Update COMMISSION AGENDA CONSENT INFORMATIONAL X ITEM 102 PUBLIC HEARING REGULAR September 27, 2010 MGR /DEPT i Meeting Authorization REQUEST: Public Works Department providing a construction progress update on the Solary Canal Regional Stormwater Treatment Area SYNOPSIS: The Solary Canal Regional Stormwater Treatment Area is approximately 60% complete at this time with final completion expected in January 2011. Unforeseen groundwater conditions have required a temporary suspension of excavation activity to allow time for design modifications. CONSIDERATIONS: • The Solary Canal Regional Stormwater Treatment Area is located on a 28.9 -acre property at 1900 DeLeon Street in the northeast corner of the City of Winter Springs (see Exhibit A). The Solary Canal project is a planned partnership between the St. Johns River Water Management District (SJRWMD), Seminole County, the City of Oviedo, and the City of Winter Springs. SJRWMD is funding the entire cost of construction ($1.7 million), and the three local agencies (Winter Springs, Oviedo, and Seminole County) are planning to equally share in the annual operation and maintenance costs for the project. • The Stormwater Treatment Area is comprised of a manmade wet pond and wetland connected in series. The project is estimated to remove a total of 942 pounds of phosphorous per year. The amount of phosphorous reduction credit available to the City of Winter Springs is at least 230 pounds per year. • Authorization to award the construction contract to Wal -Rose, Inc. was approved by the City Commission at the January 11, 2010 Commission meeting. At the December 14, 2009 City Commission meeting, the Commission provided authorization to execute a Quit Claim Deed from SJRWMD for the City's acquisition of the 28.9 acre property, and the deed was recorded on March 31, 2010. • Construction started on April 19, 2010 and is approximately 60% complete at this time (see Exhibit B — aerial photos). On July 12, 2010, an artesian groundwater discharge was encountered during excavation of the wetland area. Several additional artesian discharges were encountered during the week of July 12. On approximately July 19, 2010, the contractor was directed to suspend deep excavation due to the potential for encountering September 27, 2010 Agenda Item #IO2 Page 2 of 2 additional artesian discharges. Additional geotechnical investigations were performed by Ardaman & Associates, Inc. during the first week of August 2010. Ardaman's investigation indicated the deeper areas of the pond and wetland area, which have yet to be excavated, could be vulnerable to failure due to hydrostatic uplift pressures more closely related to the upper Floridan aquifer. SJRWMD's design engineer, CH2M Hill, is currently preparing a design modification that shallows the pond and wetland areas by several feet to minimize the risk of failure. Shallowing the pond and wetland areas will reduce the treatment efficiency of the project but with the re- design it is expected to provide at least 90% of the original phosphorous removal rate. All excavation work was temporarily suspended on September 14, 2010 to allow the required design modifications to be completed and for the applicable permits to be updated. Work is expected to resume in early October and the project is scheduled to be completed in January 2011. • The Solary Canal project is a key component of the City's Lake Jesup TMDL Master Plan, which was adopted by the City Commission at the May 11, 2009 Commission meeting. The City has a state - mandated obligation to remove approximately 729 pounds of phosphorous from surface water discharges (stormwater runoff) to Lake Jesup over the next 15 years. If the long -term maintenance costs and responsibilities for the Solary Canal project are shared equally by Winter Springs, Oviedo, and Seminole County, the City of Winter Springs will receive TMDL credit for up to 230 pounds of phosphorous removed per year. The total annual maintenance costs have been estimated to be $60,000 per year, which if split three ways would be $20,000 per year for Winter Springs. At this amount the Solary Canal project provides the most cost effective opportunity for the City of Winter Springs to help meet its Lake Jesup TMDL obligations. FISCAL IMPACT: The project construction is funded 100% by the St. Johns River Water Management District. In accordance with the terms of the construction funding agreement, the City invoices the District monthly during the construction period and the District reimburses the City within 45 days of receipt of an approved invoice. COMMUNICATION EFFORTS: At the start of construction, Staff mailed construction notices to all surrounding residents which included project information and contact information. A project information sign at the project entrance off of DeLeon Street has been in place since the start of the project. RECOMMENDATION: Staff recommends that the City Commission review and accept the information in this agenda item. ATTACHMENTS: 1. Exhibit A - Site Location 2.
