HomeMy WebLinkAbout2010 07 26 Regular 601 The Ranchlands Roadway Improvements Phase II to Central Florida Environmental Corporation (CFE) COMMISSION AGENDA CONSENT INFORMATIONAL ITEM 601 PUBLIC HEARING REGULAR X July 26, 2010 MGR /DEPT ,/� ' i - Meeting Authorization REQUEST: Public Works Department requesting authorization to award construction of The Ranchlands Roadway Improvements Phase II to Central Florida Environmental Corporation (CFE) by amending CFE's current contractual agreement with the City for The Ranchlands Roadway Improvements Phase I SYNOPSIS: Central Florida Environmental Corporation (CFE) is close to completing construction of The Ranchlands Roadway Improvements Phase I. CFE has performed well on the project in terms of construction quality, cost effectiveness, and responsiveness to the concerns of The Ranchlands residents. Staff recommends awarding Phase II to CFE in the amount of $1,200,234.15 plus a 5% contingency. CONSIDERATIONS: • The Ranchlands Roadway Improvements Phase I, consisting of Bahama Road, Moss Road, Hayes Road, and Tradewinds Road from Edgemon to Hayes, is currently under construction by Central Florida Environmental Corporation (CFE), with a scheduled completion date in August 2010. • Phase I was advertised for bidding in November 2009 (ITB #003- 10 -BF), and out of the 11 bids received CFE was the low bidder at $599,482. The next lowest bid was $709,709. • CFE has performed well on Phase I and the finished product has been favorably- received by The Ranchlands residents. The construction quality has been good and CFE has been responsive to Staff and the residents in the resolution of any construction related issues. As a result of CFE's satisfactory performance on Phase I and their unit prices being substantially lower than their competitors, Staff is recommending awarding Phase II to CFE as an amendment to their current agreement for Phase I. July 26, 2010 Agenda Item #601 Page 2 of 3 • Phase II completes The Ranchlands Paving Program and consists of the following streets (see enclosed phasing map): • Tradewinds Road — Hayes to Fisher • Sunrise Avenue • Arnold Lane • Williams Road • Morton Lane • Herrell Road • Stoner Road • Jackson Circle • The Phase II final engineering design was approved by the City Commission at the March 22, 2010 City Commission meeting. The project consists of asphalt pavement, roadside drainage swales, an unpaved pedestrian area, concrete driveway aprons, and other related improvements. • CFE has submitted a bid price for Phase II in the amount of $1,200,234.15. All unit prices are the same as under the Phase I contract for the same bid items, which represent a combined total value of approximately 70% of the total bid amount. • The planned schedule for Phase II is as follows: o Commission Award of Construction Contract: July 26, 2010 o Construction Start: August 23, 2010 o Construction Complete: February 2011 FISCAL IMPACT: The project cost is $1,200,234.15 plus a 10% contingency. The funding source is the Road Improvement Fund (One -Cent Sales Tax, #115), through a line code transfer from line item #115- 65000 -30055 - Michael Blake Boulevard. This line item has a balance of of $1,460,000 and was budgeted based on a required reimbursement after construction of Michael Blake Boulevard as a part of the Town Center Phase IIA and Sonesta Pointe developments. Michael Blake Boulevard will be re- budgeted for FY 10 -11 based on ongoing discussions with the developers. COMMUNICATION EFFORTS: Staff will continue to communicate with the residents impacted by the Phase II construction with flyers, website updates, e- mails, phone calls, and onsite meetings. July 26, 2010 Agenda Item #601 Page 3 of 3 RECOMMENDATION: Staff recommends that the City Commission approve Central Florida Environmental Corporation for construction of The Ranchlands Roadway Improvements Phase II in the amount of $1,200,234.15 plus 5% contingency funded from the Road Improvement Fund and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. Mailbox relocations shall be completed such that there is no interruption in 110 -99 mail service to any residence. Mailboxes damaged during construction shall be repaired to pre - construction condtion or better. The lump sum item for total earthwork includes all excavation and embankment necessary for complete construction of the typical roadway sections including the swales and pedestrian shoulder. Pay item includes hauling off of any excess or unsuitable material. Pay item includes fill material to be used as the roadway subbase, 120 -1 where required, and any subbase preparation needed prior to roadway base installation. Pay item includes all construction necessary for a complete installation of the driveway apron, including removal of existing driveway materials, earthwork, sawcutting of 522 -99 existing driveway surfaces, expansion joints, and restoration. All driveways to be 3,000 psi concrete with fibermesh (no reinforcement). 700 -99 Pay item includes signage, striping, RPMs, and relocation of existing signs where called out on the plans. All striping to be thermoplastic. This is an allowance bid item for testing to be performed by the contractor as directed by the owner. All testing shall be performed by an FDOT- approved materials 999 -1 testing firm acceptable to the owner. All payments under this item shall be authorized in advance by the owner.
