Authorization REQUEST: Police Department requests the City Commission to approve and utilization of P.N.L. Commercial for the purpose of expanding the Police Department's Crime Lab. Funding is requested from Police Impact Fees in the amount of $18,525.00. SYNOPSIS: The Florida Department of Law Enforcement's Crime Lab in Orlando services the Winter Springs Police Department and other law enforcement agencies across Central Florida and the State of Florida. With the amount of evidence processed state wide it creates a backlog in results for criminal cases. Recently, due to budget restraints, the Florida Department of Law Enforcement has implemented restrictions in processing certain cases. The Winter Springs Police Department has a trained certified crime Scene Analyst that can process the majority of the items. In order for our Analyst to process evidence safely and effectively some minor upgrades need to be done in the crime lab by a licensed contractor. CONSIDERATIONS: By improving our ability to respond to the increased call load of Criminal Investigation's and the need for processing crime scene evidence, the police department has trained and currently has a certified Crime Scene Analyst capable of processing much of the criminal evidence previously CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION MEETING -July 26, 2010 CONSENT AGENDA ITEM "200" PAGE 2 OF 2 sent to the Florida Department of Law Enforcement's Crime Lab in house. By expanding this lab the police department and our citizens will recognize a quicker disposition in lab results. Having a quicker disposition on case evidence will allow our investigators the needed information for successful prosecution of criminal cases. FISCAL IMPACT: The Winter Springs Police Department secured three written quotes from licensed contractors to perform the work with the direction of engineering plans and specs from Architects Design Group, Inc. out of Winter Park, FL. PNL Commercial Corporation quoted $18,525.00, Air -Pak Product & Services, Inc. quote was $21,355.00 and Patrick Stack Inc quoted $28,834.00. Funding is requested from Police Impact Fees in the amount of $18,525.00. The available balance in Police Impact Fees is $91,940.80. The City Engineer reviewed the quotes and felt that PNL was acceptable. The Cities Building Department reviewed each contractor's background for complaints and found no complaints and that all three have been in business for 9 to 10 years. COMMUNICATION EFFORTS: Posting of the agenda prior to the meeting at various locations throughout the city. RECOMMENDATIONS: The City Commission to approve the expenditure of $18,525.00 from Police Impact Fees and approve utilization of P.N.L Commercial as the contractor for this project.
