Authorization REQUEST: The Police Department requests the Commission to approve the division of the City's portion of 2010 Edward Byrne Justice Assistance Grant funds totaling $25,600 and the expenditure of said funds for law enforcement programs as outlined below. SYNOPSIS: In the past, the police department has received Federal Edward Byrne Grant funds for law enforcement projects. For 2010, the total share for Seminole County Law Enforcement agencies is $230,404. This total divided nine ways (including the Sanford Airport Police) leaves $25,600 set aside for the Winter Springs Police Department. The Police Department desires to partner together with the other agencies in the county to fund resources that we all use county -wide. Those are the Juvenile Assessment Center (JAC) and for Multi- Agency Gang Task Force (MAGTF) operations. Funding details are outlined below. CONSIDERATIONS: The police department's officers transport juvenile offenders and truants to the JAC daily when we come in contact with them. This program is operated by the Sheriff's Office and provided beneficial services to all law enforcement agencies within the county. Helping to offset budgetary shortfalls for the JAC will allow us to maximize our services to the community by getting our officers back on the road faster when they are handling a call involving a problem juvenile. All of the agencies in the county will commit $123,474 of the original $230,404 to offset budgetary shortfalls for the JAC. The city's contribution to this project is approximately $13,719. All of the other law enforcement agencies within the county have already pledged their support of this initiative. We would like to use the remainder of the city's $25,600 portion, which totals $11,881, to fund the overtime for participation in a series of county -wide monthly gang task force initiatives for the next year. The police department's officers currently participate in the Multi- Agency Gang Task Force (MAGTF) unit, which is composed of officers from each of the county law enforcement agencies and is dedicated to the control and monitoring of the gang members and their associates who call Seminole County home. We have strived to keep participation in this force, as we have seen the benefits of keeping the criminal street gang element from gaining a stronghold within our city. Continued participation in this task force will permit us to further intensely address the repeat and problem offenders in the city. All of the other law enforcement agencies within the county have already pledged their support of this initiative. FISCAL IMPACT: There is no impact to the General Fund budget to participate in these programs via this proposal. COMMUNICATIONS EFFORTS: Posting of agenda item via city transmittal and to message boards in communities throughout the city. RECOMMENDATIONS: Approve the consent request of the city's portion of 2010 Edward Byrne Grant Funds totaling $25,600. ATTACHMENTS: None.
