Authorization REQUEST: The City Manager requests the City Commission to establish workshop dates in August to complete work on the Tentative fiscal year 2005 budget. PURPOSE: The purpose of this agenda item is to have the Commission to set workshop dates in order to complete work on the Tentative fiscal year 2005 budget. CONSIDERATIONS: Consistent with the City charter, the Commission was presented a preliminary budget in May 2004. Workshops have been conducted and the budget issues identified. The Commission must adopt a Tentative Budget and set a Tentative Millage on September 13, 2004. The Commission needs to establish workshop dates in August to complete work on the Tentative Budget. Staff is continuing to prepare responses to questions raised by the Commission during the workshops. A full response to their questions will be made at the final workshop. Based upon published state revenue estimates and estimates of local revenues and expenses there has been a slight change in the General Fund since the last budget workshop. A TT ACHMENTS: Budget Calendar - FY 2005 COMMISSION ACTION: 07 I 204_ COMM _Regular _ 506_ 2004-2005 _Budget_Presentation City of Winter Springs Budget Calendar - FY 2005 July 1 Property Appraiser submits DR 420 Certification (date of Certification of Value of July 1 whichever is later) July 20 Deadline to give City Clerk the resolution with corresponding agenda item (for July 26th Commission meeting) July 12 Commission sets DR 420 cap (Resolution; 'regular' agenda item) August 4 Notice to Property Appraiser of: (deadlin e) Proposed Millage Rate Rolled-back Rate Date, Time, and Place of Tentative Budget Hearing (Resolutions and DR420 must be sent within 35 days of certification of value) August 24 Deadline for Property Appraiser to send TRIM Notice (This is considered notification of Tentative Budget hearing and it must be mailed by them within 55 days subsequent to value certification) September 13 Public Hearing (Tentative Budget) Tentative Budget and proposed rate hearing (must be within 80 days of certification of value but not earlier than 65 days after certification) September 14 Arrange for advertisement in paper Prepare Notice of Proposed Tax Increase (if applicable) and Budget Summary September 23 Advertisement publication date for final millage and budget hearing (must be within 15 days of the Tentative Public Hearine) September 27 Public Hearing (Final) Final millage and budget hearing - Adoption of final millage and budget must be done separately and in that order. The first substantive issut: discussed must be percentage increase in millage over the rolled- back rate. Resolution must include general operating millage and voted debt service millage. (Final Public Hearing must be held not less than 2 days or more than 5 days after advertisement is published) September 28 Resolution to Property Appraiser Resolution to Tax Collector (different agency than P A) This must be done within 3 days after adoption of final millaee rate October 4 Mail TRIM package to Property Tax Administration Program Department of Revenue (must be submitted within 30 days of final adoption). The submission deadline is October 27.
