(l--- IDEPT Iff Authorization REQUEST: Community Development Department is advising the City Commission of the status of various current planning projects. PURPOSE: This agenda item is to update the Commission on the status of current planning projects. CONSIDERATION: Badcock Shopping Center - The final site plan was reviewed at the May 5, 2004, P & Z meeting and the City Commission at the June 14,2004, City Commission meeting. The site plan and proposed development agreement are scheduled for this City Commission meeting, in order to allow the development agreement be reviewed by the City Attorney and any necessary modifications made. per 6/28/04 agenda. Barclay Woods (Townhomes) - The latest iteration of final subdivision/engineering plan for 88 townhouse units on 7.45 acres (219 total parking spaces and no on-street parking) was approved at the June 14,2004, City Commission meeting. per 6/28/04 agenda Bruster's Ice Cream - Plans for a 1,213 square foot ice cream drive-thru facility on 1.35 acres were submitted on May 5,2004, and were reviewed at the May 18 DRC. The site is located at the southeast corner of Costa Rica Drive and SR 434 and abuts Hacienda Village. Per 5/24/04 agenda Dlutz (Apex)Transmission Shop - The conditional use application, including a concept plan, was approved by the City Commission at its April 26, 2004, meeting, a site plan was submitted on June 7, and the site plan was reviewed at DRC on June 15. per 6/28/04 agenda Dr. Courtney's Office - Vertical construction continues. Storm-water and sanitary sewer lines have been completed and inspected. Paving was completed on June 1 and the curbing is being constructed. The applicant has submitted conflicting plans for interior build-out and currently is revising the plans. per 6/14/04 agenda June 28, 2004 Infoffi13lion Item 300 Page 2 Highlallds Apts., Phase II - The 42 unit apartment (3 floor) final site plan was apfroved on March 8, 2004. Clearing has been completed and a meeting was held on April 261 to address the extension of potable water to the site (jack and bore in lieu of directional bore). GCI is now making preparations for the jack and bore under Sheoah Boulevard to connect to the City's water main. per 6/14/04 agenda JDC Calhoull- Construction continues. Buildings 8, 9,10, 11, 12, 13, and 14 have received certificates of occupancy (COs). Building 1 has received a temporary Certificate of Completion and some Building No. 1 businesses are open (e.g. Tijuana Flats and the art studio). Building 2 architectural renderings and conceptual shell building plans were approved at the March 8, 2004, City Commission meeting. Both teams are proposed to meet on the afternoon of May 24,2004, to review and discuss the building plans for Building 2. City records indicate the following businesses are locating in the JDC Calhoun Town Center: Building 1 - Tijuana Flats (restaurant), an art studio, a coffee shop, and a wine bar cafe; Building 8 - Leslie Pool Supply, a dentist, tutor, and a tanning salon; Building 9 - Red Bug Cleaners, E-Nails, Great Clips, and Subway; Building 10 - Washington Mutual; Building 11 - State Farm, H & R Block, Rachel Nicole's Salon, ShapeXpress, and a dentist; Building 12 - Publix; Building 13 - Winter Springs Liquors, Mailboxes, Etc., and Choice Cellular; Building 14 - Papa Via's Take & Bake and China Feast; and Building 15 - Wendy's. A meeting was held on May 12, 2004, to discuss strategies for "taming" SR 434, to make it more "pedestrian friendly." City staff and the applicable consultants (Dover Kohl & Partners, Street Sense, Glatting-Jackson) met with the FDOT and then met with affected property owners. per 6/14/04 agenda Medallioll COllvelliellce Store - Final engineering/site plans were submitted for a convenience store at the SW corner of SR 434 and Hayes Road, on March 24, 2004. This site is adjacent to the intersection that was demonstrated to need an east-bound right-hand auxiliary turn lane. The plans were reviewed at the April 6, 2004, DRC. Staff is investigating the legality of leaving the existing tanks in the ground. per 6/28/04 agenda Mirallda - Site clearing has commenced. per 4/26/04 agenda Moss Road Towllhomes - At its April 12, 2004, meeting, the City Commission approved the Metropolis Homes conditional use application and concept plan to build as many as 84 condominiums and commercial development on an "L" shaped 9.1 0 acre site fronting on both SR 434 and Moss Road, adjacent to the Nations Bank and Victorio's Pizza. per 4/26/04 agenda Nursery Road (Phil Reece) - The final engineering/site plan was approved at the March 8, 2004, City Commission meeting and a preconstruction meeting was held on March 30. Construction has not yet begun. The engineer is determining the best route to construct the sanitary sewer and will submit FDEP revisions to the existing permits, to incorporate the change. per 6/14/04 agenda June 28, 2004 Infoffi13lion Item 300 Page 3 Oak Forest Ullit 7 (Triallgular-shaped O.86-Acre Tract between Oak Forest & Tuskawilla Office Park) - BJM Associates has submitted a fully executed re-plat. It has been sent to the City's surveying consultant for review for consistency with Chapter 177, Florida Statutes and subsequent certification. A copy of the plat aild pertinent support documentation has been provided to the City Attorney. Tinklepaugh Surveying reviewed and certified the plat. The plat and supporting documents have been provided to the City Attorney for his review and comment. per 5/24/04 agenda Parkstolle - The FLU amendment was heard by the LP A at its September 3 and October 1, 2003, meetings and had a transmittal hearing at the October 27,2003, City Commission meeting. The Commission adopted Ordinance No. 2003-35 at the January 12,2004, City Commission meeting. A PUD amendment, final subdivision plan, and final plat have been provided to the City and were reviewed at the March 9, 2004, DRC. Revised plans were resubmitted on April 23 and were reviewed at the May 4,2004 DRC. Staff received (June 16) a traffic study modification, incorporating the AM peak traffic with the new elementary school on SR 419. per 6/28/04 agenda SR 434 Retail (a.k.a. Villagio) - Vertical construction continues. The final segment of the sanitary sewer construction has been installed. Permits for wall construction are still pending. The applicant submitted plans on June 15, to modify the site design to include a drive-thru bank at one of the out-buildings. per 6/28/04 agenda Tuscawilla Square - On June 2, 2004, a preliminary site plan was submitted for Tuscawilla Square, a restaurant and retail development, totaling 13,600 square feet, on 1.41 acres at Gary Hillary Drive (formerly Colt) Drive. The existing Tuscany Restaurant currently occupies a portion of the site. The applicant has been negotiating a development agreement with the City Manager and City Attorney. The plans were reviewed at the June 15 DRC. per 06/28/04 agenda Willter Sprillgs Elementary (New -located 011 SR 419) - Construction continues. State Representative David Mealor, City staff, and the FDOT have been investigating ways to provide safe access to and from the school site. per 4/26/04 agenda Board of Adjustment - The refund check for the Stern setback variance request, heard at the May 24 and June 14 City Commission meetings, is being processed. A conditional use for 99 townhouse units on 15 acres east of Golf Terrace Apartments was heard at the June 3 BOA meeting and is scheduled for this City Commission meeting. per 6/28/04 agenda FUNDING: None required RECOMMENDATION: None required ATTACHMENTS: None COMMISSION ACTION:
