REQUEST: The Public Works Department is advising the City Commission on current progress of the Urban Beautification Division. PURPOSE: This agenda item is to update the Commission on status of current Urban Beautification projects and activities within the City of Winter Springs. CONSIDERATION: BOARDS Tuscawilla Lighting and Beautification District - Beautification improvements are continually underway consisting of landscaping and lighting enhancements. The main entrance lighting at Tuskawilla Road is currently being upgraded to replace lights that become inoperative during heavy rains. Annual color is being added at all entrances to further beautify the community. The street lighting study with Progress Energy is still underway to determine cost feasibility of installing lighting along roadways on Northern Way, Shetland, Tuscora, Howell Creek, Deer Run, and Seneca. Upgraded street sign age in these areas is also being considered, bringing the estimated capital project cost near $400,000.00. The Advisory Board expects to bring this project to the Commission in November 2004. Designs and cost estimates are being drafted to add additional tree canopy along Winter Springs Boulevard, in the Rights-of-way areas. P&L Lawn Maintenance, grounds maintenance contractor, is performing to standard and communicating with staff. The annual grounds maintenance contract was renewed on June 1 S\ 2004, with a current contract value of$101,626.20. Oak Forest Wall and Beautification District - The landscaping and irrigation capital project along the Oak Forest wall is currently under review by the Commission. An Informational Agenda item was submitted for the March 08, 2004 Commission meeting on this project. Government Services Group has provided a revised critical events schedule for this project. f July 12,2004,2004 Information Item 305 Page 2 The Advisory Board is reviewing plans for a Lorie Taylor Memorial Garden to potentially be installed on one of the Winter Springs Boulevard medians in Oak Forest. Entrance signs (8) at Oak Forest are currently being re-painted at a cost of$2,100.00. Eastwood Tuff Turf, grounds maintenance contractor, is performing to standard and communicating with staff. The annual grounds maintenance contract was renewed on May 1 st, 2004, with a current contract value of $8,004.00. Beautification of Winter Springs - A complete landscape and irrigation plan for George Street is currently under review by the Advisory Board. The Urban Beautification Coordinator, City Arborist, and The Beautification of Winter Springs Advisory Board are working on a Draft Florida Friendly Landscape Ordinance for the City of Winter Springs. The Board is also reviewing our recent Arbor Day function and strategizing to improve the event for next year. Replacement of expired plant material is currently in progress for the Moss Road and Murphy Road medians, as discussed by the Advisory Board. FACILITIES Our facilities consist of City Hall, Public Safety Building, Public Works Building, the Fire Stations, the Water Plants, and the Reclaimed Water Plants. The appearance of our facilities continues to be upgraded with minor landscape enhancements at each location. Eastwood Tuff Turf, the grounds maintenance contractor, is performing to standard. The annual grounds maintenance contract was renewed on February 1 s\ 2004, and is currently valued at $ 37,790.16 per year. TUSKA WILLA ROAD Designs are being developed for adding tree canopy along Tuskawilla Road in medians as well as seasonal tree color. Eastwood Tuff Turf, the grounds maintenance contractor, is performing to standard and communicating with staff. The annual grounds maintenance contract was renewed on May 1st, 2004, with a current contract value of$ 40,875.00 per year. CITY RIGHTS OF WAY, MEDIANS, AND PONDS Fisher Road and landscapes related to the improvement project have been added to.the grounds maintenance schedule at a cost of$975.00 per month. DawnaLee Corporation, grounds maintenance contractor, is performing to standard and communicating on a weekly basis with staff. The annual grounds maintenance contract, which started August 1 s\ 2003, is currently valued at $110,025.00 per year. SR 434 RIGHTS OF WAY, MEDIANS, AND PONDS Plantings and sod installations are scheduled for the third quarter of 2004 for the SR 434 medians between Tuskawilla Road and SR 419; where existing plant material has expired. Landscape maintenance of the new plantings recently installed as part of the SR 434 Beautification Project was started in May 2004, at a cost of$I,OOO.OO per month. Dora Corporation, the grounds July 12, 2004, 2004 Information Item 305 Page 3 maintenance contractor, is performing to standard and communicating with staff. The annual maintenance contract, which started October 1 st, 2003, is currently valued at $77,000.00 per year. TOWN CENTER DISTRICT The Town Center District currently consists of Market Square, Magnolia Square, and Blumberg Boulevard; including rights-of-way areas in the vicinity. Grounds maintenance began in May 2004 for the Market and Magnolia Square areas at a cost of $1 ,214.33 per month. The initial maintenance contractor, Ken-Lin Landscaping, will provide warranty and maintain the project until September 30,2004, when the regular (1) year contract starts on October 1 st, 2004. The landscape maintenance will be let for public bid in August 2004. PROJECTS SR 434 Beautification Project (Grant) - Funding amount $214,079.03 with installation by the Public Works and Utility Departments. Installation of irrigation 98% complete, landscaping 95% complete, with only the area directly around the Seminole County Bridge remaining. Project deadline has been extended due to the Seminole County Bridge Project until January 30, 2005. Fisher Road - Landscape enhancements are scheduled to begin mid-July 2004. Improvements will be made as per information contained in Agenda Item 306 from the May 10, 2004 Commission Meeting. Tree Canopy Project - Phase 1 of the tree canopy project includes installing canopy trees along a section of Winter Springs Boulevard near Northern Way and the medians on Tuskawilla Road. The budget for phase I of the project will be $5,000.00 for installation plus costs to establish the new trees. Canopy trees being considered for the project include, but are not limited to: Live Oaks, Winged Elms, Sycamore (in limited quantities), Sweet Gum, Shmnard Oak, Tulip Poplar, and Southern Magnolia.
