Authorization REQUEST: The Customer Service Division is advising the City Commission on the status of various licensing and system projects. PURPOSE: The purpose of this item is to inform the City Commission of the status of the Arbor License, County Occupational License, Munis and Kiva projects. CONSIDERATIONS: · Arbor License - The City Commission adopted Arbor Ordinance No 2003-22 on October 13, 2003. The ordinance required the issuance of an Arbor License renewable yearly by the city. To accomplish the requirements of the ordinance the Munis licensing system had to be enhanced to create three license types. The enhancement was completed in April 2004 and licenses are being issued through Munis eliminating the manual work around that was implemented. To date we have issued 40 licenses and collected $1,520.00 in fees. · County Occupational License - On October 13, 2003 the City Commission adopted the Inter local agreement with Seminole County for the collection of county occupational license fees in the City of Winter Springs. Funding was approved by commission to enhance the Munis licensing system. The project required creation and modification of three license categories in Mums and two reports for the county. The reports are complete and the license forms are complete. The city and county worked jointly to inform business entities operating in the city without a license ofthe changes and the requirement for obtaining a city license prior to the August cut over date. The Customer Service Division mailed out 382 letters to businesses operating in the city without a license. We have collected from February 2004 through March 2004 $9,884 in additional license fees. The city will start the license renewal process on July 15th and county fee collection will start in August 2004. Notification will be sent via utility billing on the water bill starting in July to inform business owners of the change. The county will be sending out notification letters as of August 13th, 2004 to business owners informing of them of the migration of responsibilities for collection of fees to the city. · Kiva & Munis Enhancements- Kiva enhancement for Engineering & Public Works. In February 2004 on Agenda Item 205 the City Commission authorized funding of $6,560 for Kiva and Munis enhancement. The enhancement in Kiva allows the engineering and public works department to sign off final building inspections. This project and respective training of personnel has been completed as of April 2004. RECOMMENDATIONS: No recommendations are needed, as this item is for informational purposes only.
