Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERATION: TRAFFIClTRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - The preconstruction meeting was held on May 11th with the contractor, APAC, and CEI, American Bridge/WCG Joint Venture. The Notice to Proceed is expected to be issued July 5th. Project completion for the 270 day project is anticipated to be April 2005. The issue of the turn lanes at Moss Road and Hayes Road was discussed with the first priority being the mast arms location so they don't conflict with the planned decal lanes. When the contractor provides a detailed construction schedule outlining the critical events it will forwarded to the City Commission. Progress Energy has providing the preliminary design for burying the power which we are reviewing. Once we agree to the limits, they will provide a cost estimate and the other utilities (power, phone, cable, county fiber) can price their work. (5/24/04) Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town CenteL Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contract is substantially complete with punch list items remaining. The additional work authorized for J Raymond has been completed. Landscape maintenance is underway. (5/24/04) SR 434 Town Center Corridor Analysis - A stakeholders meeting was held on May 12th with consultants, property owners, and FDOT to review opportunities and alternatives available to redefine 434. Glatting Jackson will be consolidating the input into a recommended plan of action. (5/24/2004) SR 434 / Doran Drive Traffic Signal - Glatting Jackson is recommending that we proceed with this project as it is consistent with the ultimate circulation in the Town Center. After final review, the plans will be submitted for permitting. FDOT conditional approval of the signal warrant analysis has been received. The additional right of way from Mrs. Blumberg is appraised at $7.25 per square foot for a total May 24, 2004 Information Item 301 Page 2 of $11,360. The City Hall/Tuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive. Fire Dept. staff received authorization from Mrs. Blumberg for a temporary access from City Hall to Doran Drive to improve response time. (5/24/04) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the trail bridge. Irrigation is complete and plant installation is 95% complete. Work being performed by Public Works and Utility Department staff with a completion of summer 2004. (4/26/04) SR 419/ Moss Road Turn Lane - This project is scheduled for rebid on May 30th, The JPA to take advantage of the FDOT cost sharing of $100,000 will be brought for Commission consideration within the next 60 days, (5/24/04) Cross Seminole Trail (Gee Creek to Town Center/Bridge to Gardena Avenue) - Project is out to bid as of May 10th. The proposed construction limits for the paved trail are from Gee Creek to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are not included in the project. Construction is projected to begin in August 2004 with a 9 month construction period. (5/24/04) Pede~,trian Bridge - Cross Seminole Trail- Construction by the designlbuild team of Jones Bros./Mactec underway. We have requested revisions to the $240,000 proposal for lighting the bridge to only include the conduit at this time. A proposal for upgrading the fencing is pending. Both proposals will be brought to the City Commission when finalized. The deck pour is scheduled for July which will require some traffic detours. The designlbuild contract is scheduled to be completed November 2004. (5/24/04) Cross Seminole Trail (Wade Street to Wekiva Trail) - The Preliminary Design and Corridor Analysis was presented by the County and VHB. City Manager is working on garnering financial support for the City preferred alignment north of the industrial park versus the County preferred alignment through the industrial park, (4/26/04) Fisher Road - Signage added to allow left turns in front of the circles for oversized vehicles/trailers. Minor modifications to the some of the radius pending. Additional landscaping is planned for June. (5/24/04) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property. SJRWMD permit due by June 1st. Bid award for the stormwater piping portion through the park expansion approved by the Commission. Waiting for clearing and grubbing contractor to complete. (5/24/04) Deceleration Lane Study - Final amended report adopted by the City Commission with the consolidated project priority lists on May lOth_ (5/24/2004) Winter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs was approved on May 101h. Pavement analysis will begin in June. Geotechnical work will be conducted in July to capture the rainy season ground water table information. (5/24/04) May 24, 2004 Information Item 301 Page 3 UTILITY SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. Waiting for Casscells to execute the utility easement. Schrimsher easement is pending. (11/1 0/03) Utility / Public Works Compound - Design 20% complete. Meeting scheduled on May 25th with FDEP to review the impact of wetlands on site. (5/24/04) Well #4 - Driller at 300 feet and is 70% complete. Drawdown tests for volume and water quality were not satisfactory. Staff and geotechnical consultant reviewing alternatives for drilling deeper versus a small test well to identify better production zones. Sunshine Building and Development is contractor for this $271,956 project. (5/24/04) Reclaimed Water Augmentation - Final report will be delivered by CPR in June. (5/24/04) PARKS and RECREATION Sunshine Park ADA Improvements - Construction complete. Final payment to contractor was released May 14th. (5/24/2004) Central Winds Park Expansion Phase I (Sitework) - Clearing and grubbing complete. Grading is 95% complete. Contractor is disputing fill needed to complete the job and has retained counsel. Michelle Reddin from the City Attorney's office has been involved in the project for the last 90 days in anticipation of these claims. Completion date has passed and contractor's bonding company has been notified. (5/24/04) Central Winds Park Expansion Phase II (Landscape& Irrigation) - Design complete. Pump station installation ongoing. Waiting for Sitework contract to complete. (5/24/04) Central Winds Parkway Stormwater Piping - Bid award approved by the City Commission. Anticipating issuance of the Notice to Proceed for July 51h. (5/24/2004) Moss Park Buffer Wall - Bid awarded to Price Construction for this $56,969 project. Project layout is complete. Contractor worked out potential utility conflicts. Temporary fences to be installed the week of May 17th. Contractor made notification of industry wide problem of concrete may delay delivery of concrete 2 to 4 weeks_ (5/24/04) POLICE Public Safety Building Expansion - This $185,000 contract by Tim Williams Builders is complete with punchlist items remaining.
