COMMISSION AGENDA ITEM 303 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR July 26, 2004 Meeting MGR. ~PT /~ Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PlURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERATION: TI1AFFIC/TRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - The preconstruct ion meeting was held on May 11th with the contractor, APAC, and CEI, American Bridge/WCG Joint Venture. The Notice to Proceed is expected to be: issued late August to Early September, Project completion for the 270 day project is anticipated to be June 2005, Contractor preparing his construction schedule now and it is expected to be completed for approval by the end of July, The planned turn lanes at Moss Road and Hayes Road design is ongoing, When the contractor provides a detailed construction schedule outlining the critical events it will forwarded to the City Commission, Progress Energy has providing the preliminary design for burying the power, We have reviewed the plans and walked the site with Progress Energy representative for some proposed changes, Progress Energy hopes to complete the design/cost analysis by the end of August. If approved and funded, Progress Energy anticipates a construction start date in November. Landscape easements that were identified as needing corrections have been returned to the property owners for new signatures, (7/26/04) Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center. Contract is substantially complete with punch list items remaining. Landscape maintenance is underway, The additional work authorized for J Raymond has been completed, Magnolia Park size (0,64 or 0,79 acres) being negotiated with Schrimsher. (6/28/04) SR 434 Town Center Corridor Analysis - Update was provided to the City Commission on July lih by Walter Kulash. Project is to review opportunities and alternatives available to redefine 434, Glatting Jaekson will be reporting back to the City Commission in 60 days, (7/26/2004) . . . July 26, 2004 Information Item 303 Page 2 SR 434/ Doran Drive Traffic Signal - This is a joint design project with CPH Engineers and PEC, Inc, the project involves installation of traffic signal at Doran Drive and SR 434, with asphalt stamping similar to the intersection of Tuskawilla Road and Winter Springs Blvd, and adding an additional right turn out of the Town Center at Publix, The City Hall/Tuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive. Both plans have been reviewed with changes made. Second revision plans are under review for final acceptance, On site test digs have been performed to determine location of mast arms for traffic signals. Glatting Jackson recommended that we proceed with this project as it is consistent with the ultimate circulation in the Town Center. Permit applications are pending submittal to FDOT, The additional right of way from Mrs, Blumberg is appraised at $7.25 per square foot for a total of$11,360, Fire Dept. staff received authorization from Mrs, Blumberg for a temporary access from City Hall to Doran Drive to improve response time, (6/28/04) SR 434 Highway Beautification Grant - Funding amount approved $214,079,03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the' conflict with the trail bridge, Irrigation is complete and plant installation is 95% complete, awaiting completion of trial bridge, Work being performed by Public Works and Utility Department staff with a completion of summer 2004, (4/26/04) SR 419/ Moss Road Turn Lane - This project was bid with a bid closing date of30 June 2004, The JP A to take advantage of the FDOT cost sharing of $100,000 will be brought for Commission consideration wiithin the next 30 days, Professional Engineering Consultants are reviewing the bids, Expect recommendation for contract award will be brought to the commission within the next 30 days. (7/26/04) Cross Seminole Trail (Gee Creek to Town Center/Bridge to Gardena Avenue) - Project was bid as of May lOth, Recommendation of Award of contract is being scheduled for the County Commission meeting in the next 30 days, Construction is projected to begin in August 2004 with a 9 month construction period, The proposed construction limits for the paved trail are from Gee Creek to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are not included in the project. (6/26/04) Pedestrian Bridge - Cross Seminole Trail- Construction by the design/build team of Jones Bros,/Mactec underway. We have requested revisions to the $240,000 proposal for lighting the bridge to only include tht~ conduit at this time. A proposal for upgrading the fencing is pending, Both proposals will be brought to the City Commission when finalized, The deck pour is scheduled for July which will require some traffic detours. Scheduled deck pour may be delayed until mid-July due to concrete delivery delays. The designlbuild contract is scheduled to be completed November 2004, The next progress meeting is scheduled for 2 August 2004, (6/28/04) Cross Seminole Trail (Wade Street to Wekiva Trail) - The Preliminary Design and Corridor Analysis was presented by the County and VHB. City Manager is working on garnering financial support for the City preferred alignment north of the industrial park versus the County preferred alignment through the industrial park. (4/26/04) Fi,~her Road - Project is complete. Signage to be added to allow left turns in front of the circles for oversized vehicles/trailers, Minor modifications to the some of the radius pending, Additional landscaping . . . July 26, 2004 lnfonnation Item 303 Page 3 planned for June underway. Landscaping work being performed by the Public Works Department (6/28/04) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property, (7/26/04) Deceleration Lane Study - Final amended report adopted by the City Commission with the consolidated pmject priority lists on May 10th, Ordinance adopted 14 June 2004. (6/28/04) Ur,nter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs was approved on May 10th, Pavement analysis will begin in June. Geotechnical work will be conducted in July/August to capture the rainy season ground water table information, (5/24/04) UTILITY SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. Waiting for Casscells to execute the utility easement. Schrimsher easement is pending, (11/10/03) Utility / Pu.blic Works Compound - Design 40% complete. Plan review by staff and SRI was held on 21 Jlll~, Final site layout has been complete pending Environmental Services, Inc. (ESI) report. Met on May 2St with FDEP to review the impact of wetlands on site, Site study has been performed on 22 June, by Environmental Services, Inc, with report pending for wetlands impact. (7/26/04) JJell #4 - Driller at 300 feet and is 70% complete, Drawdown tests for volume and water quality were not satisfactory, Test well completed 7/16/04 at 450 feet. Staff and geotechnical consultant reviewing information from small test well with course of action to be determined, Sunshine Building and Development is contractor for this $271,956 project. (7/26/04) Reclaimed Water Augmentation - Final report will be delivered by CPH end of July, (5/24/04) Jfest Water Reclamation Facility Roof Replacement - This $41,787.00 project replaces the existing roof with a gabled truss shingle roof The contract was awarded to Ernest and Hutch Contracting with a Notice to Proceed issued for 8 June 2004, This 90-day construction project has a scheduled completion date of 6 Sc;:ptember 2004, Project proceeding as scheduled. (7/26/04) PARKS and RECREATION Central Winds Park Expansion Phase I (Sitework) - Clearing, grubbing and grading complete, Certificate of Substantial Completion has been issued. Commission approved mediation settlement on 28 June. Contractor has one more payment application to submit as per the settlement agreement. (7/26/04) Central Winds Park Expansion Phase II (Landscape& Irrigation) - Design complete, Pump station installation complete, awaiting Progress Energy power connection for pump station. Due to delays in the Clearing and Grubbing phase plan is to perform irrigation work in conjunction with underground storm water pipe installation so as to take advantage of the remainder of the growing season. (7/26/04) Central Winds Parkway Stormwater Piping - Stormwater piping installation began 12 July. Contract is a ]120 day contract with a scheduled completion date of9 November 2004, (7/26/2004) . . . July 26, 2004 Information Item 303 Page 4 Moss Park Buffer Wall- Project is complete, (7/26/04) POLICE Public Safety Building Expansion - This $185,000 contract by Tim Williams Builders is complete with punch list items remaining.
