Suzy Goldman reviewed FLA Standards for Florida Public Libraries 2004:
. Developed by State Library of Florida
. Endorsed by Florida League of Cities and Florida City and County Management
Association
. Focus is on "Essential" level
For our purposes, focus is on:
. Books per capita (2)
. Square feet per capita (.6)
. Computers per capita (1 per 3,000 population)
. Parking spaces (1 per 200 sq ft)
Suzy reviewed map and spreadsheet of proposed service locations.
. Service areas based on 4 mile driving range (5 miles for Casselberry)
Existing library buildings cannot support proposed building and parking capacity.
Mayor Bush asked why the Central Branch is located in Casselberry which is not in the
geographic center of the County.
. Greatest population density

Discussion of one story vs. multiple story buildings.
. Multiple stories offers greater options for finding land, however, have
greater staffing needs.
. 1 story recommended for public libraries.
Discussion of using "enhanced" standards rather than "essential" to meet population
demands for a longer time frame.
. "enhanced" in 2010 could become "essential" in 2020
Discussion of possible referendum in 2005 for 1 mil
Dianne recommends tie in to school and community college standards.
Mayor Bush would like Winter Springs branch set up to accommodate nearby High
School kids. City would be willing to contribute funding to bring that branch up to
"exemplary" level.
Suzy explained practice of standard countywide level of service. If attendance and
population support a difference it would be implemented.
Pat asked what would become of existing branch libraries.
Suzy described the process of constructing a new building, relocating the staff, and
disposing of the old building in some way. Citizens may be resistant to losing their
branch library.
Dianne and Pat asked about the feasibility of both keeping the existing branches and
building new ones.
Mayor Bush requested the proposal presented to the BCC and the Mayors & Managers at
the same time.
Recommendations from group:
1. Plan more long term (to County buildout or 2020)
2. Look at continuing use of existing buildings
3. Apply "enhanced" standards as an option ,
4. Work more with individual cities on identifying their needs (elected officials)
