COMMISSION AGENDA ITEM 306 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR May 10, 2004 Meeting MGR f- /DEPT / ~ Authorization REQUEST: Public Works Department is advising the City Commission on the status oftftt Fisher Road project. PURPOSE: This agenda item is to update the Commission on the Fisher Road post project review and pending actions in response to citizen concerns. CONSIDERA TION: The Fisher Road project is complete and the staff arranged a post project meeting with the Fisher Road and Seville Chase residents who were part of the original concept design team. The residents who attended had no complaints about the design or construction except for the need to replant trees and vegetation to recreate the canopy. Staffwill be working on replanting this summer when the rainy season starts as there is no irrigation in this area. The meeting summary is attached. The single biggest complaint we have receiyed from Ranchlands residents is the tuthing movement off of Fisher Road when pulling a trailer. Police and Public Works Department staff met and came up with a solution to add signage at each circle to allow vehicles with trailers to turn prior to the circle. This will be completed within two weeks. In addition, Public Works staffwill be adding small areas to the edges ofthe outside curbing around the circles based on traffic and wear patterns. The same technique was done successfully on Edgemon Avenue. Lastly, the ligustrums in the circles will be replaced with something else due to the damage occurring to the ligustrum canopy because they extend beyond the circle diameter. The ligustrums also require more frequent watering than we or Mother Nature can provide. / May 10, 2004 Information Item 306 Page 2 In summary, the following plans of action are scheduled: · Add signage to allow left turns prior to the circle for vehicles with trailers within two weeks. · Add plantings to the Fisher Road right of way this summer. · Adjust outside radius of traffic circles where needed within the next thirty days. · Replace ligustrums in circles with a smaller, more drought tolerant plant within the next thirty days. Fisher Road Post Project Review meeting summary COMMISSION ACTION: May IO, 2004 Information Item 306 Page 3 Utility / Public Works Department Attachment No.1 May 3, 2004 Memorandum for Record Subject: Fisher Road Calming Group after Construction Meeting The group of homeowners associated with the original Fisher Road Calming Group met in the East Conference Room of City Hall on Wednesday, 28 April 2004 at 6:00 PM. This was an informal meeting attended by: Greg Bishop, Capital Project Coordinator; Alan Hill, Public Works Superintendent; Ken Hutching, Engineering Inspector/Technician; Nick Phillips, 616 Fisher Road; Carl Stephens, 700 Fisher Road; Nancy Bercini, 124 Seville Chase Drive; Dave Baldino, 520 Fisher Road; Jim Scheel, 614 Fisher Road; and Bob Hawkins, 510 Fisher Road. Overall comments from the group were they were very pleased with the outcome of the project. They were especially pleased with the city's contractor, SoutWand. Specific comments were made regarding the improvement in quality of life due to the lack of dust that the residents had experienced in years past. Alan Hill addressed concerns over the addition and deletion of plant material to give a more visual "tunneling" as traffic approaches the traffic circles and that is more fitting with the existing plants and trees in the area. Alan addressed the issue of loss of sod in the radius of the curves of the traffic circles and thoughts on adding additional curbing on the outside approaches with "rumble strips" of rock similar to the inside edge of the circles to warn drivers that they have strayed too far outside the traffic path. Most asked ifthere were plans to attempt to reestablish the tree canopy and if the residents could plant any trees or plants in the right of way. Allan addressed this by referring back to the earlier comment on creating the tunnel effect with plant material that would in later years do this but that to meet certain road traffic requirements that only certain types of material could be plant to meet visibility and sheering requirements. Alan expressed that residents should not plant anything in the easement that the city would try to accommodate this request. Mrs. Bercini asked if there were any plans to add a sidewalk to replace the sodded horse / walk path and Alan answered, no. This brought about the question of how the homeowners felt about the path and they were happy with it but did comment that most walkers and runners used the road. There were 3 issues of driveways and sodded slopes brought up and Ken Hutching will look at those and address this with the homeowners. The meeting adjourned shortly after 7:00 PM with all again expressing they were pleased with the results. Greg Bishop Capital Project Coordinator
