PURPOSE: This agenda item is to update the Commission on the status of current planning projects. CONSIDERATION: Badcock Shopping Center The traffic study is being reviewed by the City's consultants and the site plan was reviewed at the October 7, 2003, DRC. Revised final site plans are scheduled for the May 5, 2004, P & Z meeting. per 5/10/04 agenda. Barclay Woods (Townhomes) - On the afternoon of April 30, 2004, the latest iteration of final subdivision/engineering plan for 88 townhouse units on 7.45 acres was submitted for review. The plans are scheduled for this City Commission meeting. per 5/1 0/04 agenda Dlutz Transmission Shop - The conditional use application, including a concept plan, was approved by the City Commission at its April 26, 2004, meeting. per 5/1 0/04 agenda Dr. Courtney's Office - Vertical construction continues. Storm-water and sanitary sewer lines have been completed and inspected. per 4/12/04 agenda Highlands Apts., Phase II - The 42 unit apartment (3 floor) final site plan was ap~roved on March 8, 2004. Clearing has been completed and a meeting was held on April 26t to address the extension of potable water to the site (jack and bore in lieu of directional bore). per 5/10/04 agenda JDC Calhoun - Construction continues. Buildings 8, 9,10,11, 12, 13, and 14 have received certificates of occupancy (COs). Some Building No.1 are open. Building 2 architectural renderings and conceptual shell building plans were approved at the March 8, 2004, City Commission meeting. Both teams met twice at City Hall and discussed how the Town Center May 10, 2004 Information Item 300 Page 2 Code (and other applicable codes) requirements will be addressed with Building NO.2. The next step is for the architect to correct the technical components of the building plans. City records indicate the following businesses are locating in the JDC Calhoun Town Center: Building 1 - Tijuana Flats (restaurant), an art studio, and a wine bar cafe; Building 8 - Leslie Pool Supply, a dentist, tutor, and a tanning salon; Building 9 - Red Bug Cleaners, E-Nails, Great Clips, and Subway; Building 10 - Washington Mutual; Building 11 - State Farm, H & R Block, Rachel Nicole's Salon, ShapeXpress, and a dentist; Building 12 - Publix; Building 13 - Winter Springs Liquors, Mailboxes, Etc., and Choice Cellular; Building 14 - Papa Via's Take & Bake and China Feast; and Building 15 - Wendy's. A meeting is scheduled for May 12, 2004, to discuss strategies for "taming" SR 434, to make it more "pedestrian friendly." City staff and the applicable consultants (Dover Kohl & Partners, Street Sense, Glatting-Jackson) will meet with the FDOT and then meet with affected property owners. per 5/1 0/04 agenda Medallion Convenience Store - Final engineering/site plans were submitted for a convenience store at the SW comer of SR 434 and Hayes Road, on March 24, 2004. This site is adjacent to the intersection that was demonstrated to need an east-bound right-hand auxiliary turn lane, The plans were reviewed at the April 6, 2004, DRC. per 4/26/04 agenda Miranda - Site clearing has commenced. per 4/26/04 agenda Moss Road Townhomes - At its April 12, 2004, meeting, the City Commission approved the Metropolis Homes conditional use application and concept plan to build as many as 84 condominiums and commercial development on an "L" shaped 9.10 acre site fronting on both SR 434 and Moss Road, adjacent to the Nations Bank and Victorio's Pizza. per 4/26/04 agenda Nursery Road (Phil Reece) - The final engineering/site plan was approved at the March 8, 2004, City Commission meeting and a preconstruction meeting was held on March 30. Construction has not yet begun. per 5/1 0/04 agenda Oak Forest Unit 7 (Triangular-shaped O.86-Acre Tract between Oak Forest & Tuskawilla Office Park) - BJM Associates has submitted a fully executed re-plat. It has been sent to the City's surveying consultant for review for consistency with Chapter 177, Florida Statutes and subsequent certification. A copy of the plat and pertinent support documentation has been provided to the City Attorney. Tinklepaugh Surveying reviewed the plat and has provided comments to the City and BJM. per 3/08/04 agenda Parkstone - The FLU amendment was heard by the LP A at its September 3 and October I, 2003, meetings and had a transmittal hearing at the October 27,2003, City Commission meeting. The Commission adopted Ordinance No. 2003-35 at the January 12,2004, City Commission meeting. A PUD amendment, final subdivision plan, and final plat have been provided to the City and were reviewed at the March 9, 2004, DRC. Revised plans were May 10, 2004 Infonnation Item 300 Page 3 resubmitted on April 23 and are scheduled for review at the May 4, 2004 DRC. per 5/1 0/04 agenda SR 434 Retail (a.k.a. Villagio) - Vertical construction continues. One segment of the sanitary sewer construction did not take place until building reached a point that the construction of the last section of sanitary will not conflict with vertical facet construction. The contractor has installed this segment of the sewer line. per 5/1 0/04 agenda Wagner's Curve (a.k.a. Heritage Park) - Revised building plans are being reviewed. Staff has been working with the applicant to correct the gazebo. per 3/08/04 agenda Winter Springs Elementary (New -located on SR 419) - Construction continues. State Representative David Mealor, City staff, and the FDOT have been investigating ways to provide safe access to and from the school site. per 4/26/04 agenda Board of Adjustment - Two (2) variances are scheduled for the May 6, 2004, BOA meeting (one building setback and one pool deck/screen enclosure setback). per 5/1 0/04 agenda FUNDING: None required RECOMMENDATION: None required ATTACHMENTS: None COMMISSION ACTION:
