IDEPT_ Authorization x ITEM 200 REQUEST: Police Department requests the Commission to give approval for the purchase of (60) Quick Voice Software Applications and the associated operating interface from the Law Enforcement Trust Fund to be installed on Police Department laptop computers. This software will enhance both citizen and officer safety in our community by delivering very important information quickly and accurately to the officers as well as allowing the officers to focus their attention on the roadway and potentially dangerous suspects and or situations. PURPOSE: To seek the consent of the Commission to approve the purchase of these items to assist the Police Department in providing the community with the highest level of service and public safety available. The continuing growth of the City will require the Police Department to be more adequately equipped to meet the increasing needs of the community and to address the ever present concerns of domestic security. The cost for the computer software is $23,068.00 CONSIDERATIONS: The APS Quick Voice application works in conjunction with our agencls current mobile software to read key NCIC (National Crime Information Center), motor vehicle and warrant information to officers through the mobile computer. Quick Voice analyzes all of the information, such as: outstanding warrants; stolen vehicles, driver's license; color, make and model of the vehicle. In addition, the application's "on-board intelligence" system automatically calculates tag expiration dates, the length of outstanding violations and alerts officers of possible terrorist suspects. ISSUE ANALYSIS: Computers have become an essential tool for Law enforcement. However, it is almost impossible for an officer to maintain their focus on suspicious vehicles, individuals, read and interpret all of the information that has become available with the issuance of these laptop computers. The cost of placing this software on the department laptop computers is minimal and will greatly enhance officer safety. FUNDING: The total amount of $23,068.00 will be taken from the Law Enforcement Trust Fund, which currently has a fund balance of $52,788.00. RECOMMENDATION: It is recommended that the Commission approve the expenditure of $23,068.00 from the Law Enforcement Trust Fund for the purchase of this software. IMPLEMENTATION SCHEDULE: Commission.
