REQUEST: Police Department requests the Commission to give approval for the
purchase of (64) Panasonic Tough Book Laptop Computers and the associated equipment
to be installed in Police Department vehicles. These computers are necessary for
implementation of computer aided dispatch, reporting and records management system
that will enhance both citizen and officer safety in our community. Coordination,
information sharing and response between Winter Springs, Seminole County, State
Attorneys Office, Parole and Probation and other local jurisdictions will also be greatly
enhanced.
PURPOSE: To seek the consent of the Commission to approve the purchase of these
items to assist the Police Department in providing the community with the highest level
of service and public safety available. The continuing growth of the City will require the
Police Department to be more adequately equipped to meet the increasing needs of the
community and to address the ever present concerns of domestic security. The cost for the
computer hardware is $284,749.
CONSIDERATIONS: At the request of the Commission and the City Manager the
Police Department and Information Services have conducted research and cost analysis
for the purchase of Laptop computers to be installed in police vehicles. During the review
of this matter it was determined that it would cost over $800,000 to complete this project
with OSSI our current technology vendor. The project would also take several years to
complete.
The Police Department and Information Services then began to explore other options to
accomplish this task. Through our research it was determined that the Seminole County
Sheriffs Office was now providing software, training, maintenance, technical assistance,
the automatic vehicle locator system and all data conversion to their C.A.F .E. computer
software system at no charge to any agency within Seminole County that wished to join
this data sharing consortium. By accepting this offer from the Sheriffs Office the City of
Winter Springs would see a cost savings of over $500,000. To date the Casselberry Police
Department is the only Agency not considering the acceptance of this offer to join this
consortium. Therefore, the cost to the Police Department to become completely
operational this year would be $284,749 for the purchase of computer hardware including
laptops.
ISSUE ANALYSIS: The cost of placing the laptop computers in police vehicles through
the cities current vendor is over $800,000 and will take several years to complete. By
choosing to join the Seminole County Sheriffs Office Consortium, the cost would be
reduced by over $500,000. This system could also be placed into operation immediately.
In addition to the cost factor and timing issues, the Seminole County option will also
allow all ofthe participating jurisdictions to be interconnected and more efficient.
FUNDING: There are several ways of funding the acquisition of these lap tops as
follows:
. Three year lease Purchase: This would create an annual appropriation of
approximately $98,599 annually.
. One time payment of $300,000. From the General fund. This would reduce the
General Fund balance from $5,300,000 to $5,000,000.
RECOMMENDATION: It is recommended that the Commission approve a
supplemental appropriation not to exceed $300,000.00 from General Fund Reserves to
purchase and place into service laptop computers for police vehicles.
