HomeMy WebLinkAbout2004 04 26 Informational 305 ; COMMISSION AGENDA ITEM 305 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR April 26, 2004 Meeting MGR./1.-./ IDEPT j/Y Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects, CONSIDERATION: TRAFFIClTRANSPORTATJON IMPROVEMENT SR 434 Improvements (Village Walk) - The County Commission approved the construction contract, interlocal agreement, and CEI contract on March 23rd. They expect to issue the Notice to Proceed by the end of April. Construction is projected to begin in May 2004. Project completion is expected to be May 2005. The contractor will provide a detailed construction schedule at the preconstruction meeting outlining the critical events which will forwarded to the City Commission. Progress Energy will be providing the preliminary design and cost estimate for burying the power by May 15th. We will then coordinate with the other utilities (power, phone, cable, county fiber) the design so they can price their work. (4/26/04) , Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center. Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contract is 98% complete with project closeout by the end of May. The additional work authorized for J Raymond should be completed the first week of May. Landscaping will be done the following two weeks. (4/26/04) SR 434 Town Center Co"idor:Analysis - A kick off meeting for this $50,000 project was held on April 7th with representatives of Glatt!ing Jackson. The goals of this project is to define what modifications can be made to 434 to alter the character of 434 through the Town Center which are acceptable to FDOT. A stakeholders meeting is being planned in the next several months. (4/26/2004) I SR 434/ Doran Drive Traffic Signal - FDOT conditional approval of the signal warrant analysis has been received. Design 95% complete. The additional right of way from Mrs. Blumberg is appraised at $7.25 per square foot for a total of $11,360. The City HallITuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive. Staff has discussed with ;- April 26, 2004 Infonnation Item 305 Page 2 Mrs. Blumberg a temporary access easement to Doran Drive to improve response time. Staff is awaiting the go ahead for the final plan submittal based upon a review of the ultimate configuration of S.R. 434. (1/26/04) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the trail bridge. Irrigation is complete and plant installation is 95% complete. Work being performed by Public Works and Utility Department stafTwith a completion of summer 2004. (4/26/04) SR 419/ Moss Road Turn Lane - This project will be rebid in June to take advantage of the FDOT cost sharing of$100,000 available after July 1,2004. (4/26/04) Cross Seminole Trail (Wade Street to Town Center/Bridge to Gardena Avenue) - Design modifications complete. The proposed construction limits for the paved trail are from Wade Street to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are not included in the design. Construction is projected to begin summer 2004 with a 9 month construction period. (4/26/04) Pedestrian Bridge - Cross Seminole Trail - Construction by the design/build team of Jones Bros./Mactec underway. A $240,000 proposal for lighting the bridge has been received and is being reviewed. Staff will likely be recommending to the Commission to include the conduit but hold off on the fixtures. A proposal for upgrading the fencing is pending FDOT approval of the waiver to require the fencing to cover the top. Span beams were set without any problems. The design/build contract is scheduled to be completed October 2004. (4/26/04) Cross Seminole Trail (Wade Street to Wekiva Trail) - The Preliminary Design and Corridor Analysis was presented by the County and VHB. City Manager is working on garnering financial support for the City preferred alignment north of the industrial park versus the County preferred alignment through the industrial park. (4/26/04) Fisher Road - Construction complete. Punchlist items remain. Project Coordinator is conducting a post project review with the residents who were on the original concept design team for feedback. (4/26/04) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property. SJRWMD permit due by May 1 st. Bid award for the stormwater piping portion through the park expansion approved by the Commission. Waiting for clearing and grubbing contractor to complete. (4/26/04) I . Deceleration Lane Study - F,nal report adopted by the City Commission with the caveat a project priority lists would be consolid4ted and returned for Commisson approval. (4/26/2004) Winter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs will be presented to the City CO,mmission in May. (4/26/04) UTILITY SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. Waiting for Casscells to execute the utility easement. Schrimsher easement is pending. (11/ 10/03) April 26, 2004 Infonnation Item 305 Page 3 Utility / Public Works Compound - Design 15% complete. Impact of wetlands on site under review with DEP. (4/26/04) Well #4 - Driller at 270 feet and is 65% complete. Drawdown test scheduled for the first week of May. Sunshine Building and Development is contractor for this $271,956 project. Groundwater volume and quality appears satisfactory so far except for the high sulfur content. (4/26/04) Reclaimed Water Augmentation - Final report will be delivered by CPH in May. (4/26/04) PARKS and RECREATION Sunshine Park ADA Improvements - Construction complete. Final payment pending receipt of Lien Releases. Scope included restroom/storage building replacement and electronic access doors on the Senior Center and Civic Center. (4/26/2004) Central Winds Park Expansion Phase I (Sitework) - Clearing and grubbing complete. Grading is 80% complete. Underdrain installation complete. Contractor is disputing fill needed to complete the job. Completion date has passed and contractor's bonding company has been notified. Project completion negotiations include the City Attorney's office to close out this project. (4/26/04) Central Winds Park Expansion Phase II (Landscape& Irrigation) - Design complete. Pump station installation ongoing. Waiting for Sitework contract to complete. (4/26/04) Central Winds Parkway Stormwater Piping - Bid award approved by the City Commission. Notice to Proceed will not be issued until "Sitework" contract complete. Moss Park Buffer Wall- Bid awarded to Price Construction for this $56,969 project. Project is projected to begin the last week of April. Contractor met on site April 14 working out potential utility conflicts. (4/26/04) POLICE Public Safety Building Expansion - This $175,000 contract by Tim Williams Builders is about 85% complete. Completion date is projected for first week of May.
