REQUEST: Commissioner Miller requesting the Commission to authorize the City Manager to issue a Request for Proposal to develop a preliminary plan for development of an Athletics/Aquatics Center for joint use by the City and Winter Springs High School. PURPOSE: This agenda item is needed for the Commission to determine if it desires to support the development of a preliminary plan for development of an Athletics/Aquatics Center for joint use by the City and Winter Springs High School. CONSIDERATIONS: See attached letter FUNDING: None for issuance of an R.F.P. It is anticipated that the cost will be $10,000 for the preliminary plans, RECOMMENDATIONS: It is recommended that the Commission determine if it desires to support Commissioner Miller'!, request to authorize the City Manager to issue a Request for Proposals to identify a competent design firm to develop a preliminary plan for development of an Athletics/Aquatics/Center for joint use of the City and Winter Springs High School ATTACHMENTS: Commissioner Miller's Letter of March 29, 2004. COMMISSION ACTION: Robert S. Miller COMMISSIONER, DISTRICT ONE City of Winter Springs, FI 32708 March 29, 2004 SUBJECT: NEW WINTER SPRINGS ATHLETIC COMPLEX. To: City Manager Ron MacLemore Six years ago this Commission discussed the possibility of creating a sports facility in Central Winds Park - one superior to the new Gym and Aquatic Center complex that just opened recently in neighboring Oviedo. At the time Winter Springs was just beginning to plan for the Town Center, the Seminole Trail, city-wide park improvements, the widening of State Road 434, Village Walk along west SR 434, while Winter Springs High School was just opening. A decision was made at that time not to move forward on an athletic/aquatic center. Discussions with residents of Winter Springs now indicate there is even stronger support for such an athletic/aquatic center today. With the Fiscal Year 2005 budget planning cycle about to begin in the next two months, now is the time for this Commission to authorize the City Staff to initiate a request for proposal ideas regarding facility layout, use, and management issues related to it - so that these can be included in Fiscal Year 2005 budget plans. The City's population now approaches 34,000, and buildout. The Town Center, when completed in phases, three, four and five, which will occur in the next half decade... will see a population concentration around the town Center of three to five thousand residents. This population, augmented by heavy anticipated resident inflows for civic events, entertainment, eating out, trail transits, and shopping, will see average daily Town Center densities of five to six thousand. An obvious side benefit for the dependents of our city residents would also be joint-use opportunities for our youth, many of whom attend the High School on the adjacent property. I am therefore asking this Commission to immediately authorize City Staff to go out with a request for development of preliminary concept plans, requests for proposals, and budgetary impact estimates, so as to have these in sufficient time to include them in the fiscal year 2005 budget, and approve plans in late 2004 to begin construction next year. add this item to the Regular Agenda for the April 12, 2004 ROBERT S.
