Public Works Department is advising the City Commission on current progress of the Urban Beautification Division. PURPOSE: This agenda item is to update the Commission on the status of current Urban Beautification projects and activities. CONSIDERATION: BOARDS Tuscawilla Lighting and Beautification District - Beautification improvements have been in progress for several months consisting oflandscaping and lighting upgrades. Areas included in the program are medians on Winter Springs Boulevard and (5) entrances that lead into Tuscawilla. The medians are currently 55% complete and entrances are 70% complete with plant replacement at the Tuskawilla Road entrance remaining. A study is underway with Progress Energy to determine cost feasibility of installing globe lighting along roadways on Northern Way, Shetland, Tuscora, Howell Creek, Deer Run, and Seneca. Mr. Gil Defreitas, of Progress Energy, is compiling statistics related to the project. The project has been expanded to also consider upgrading of roadway signage to match that of Winter Springs Boulevard. The Advisory Board is considering an annual program of cleaning for all brick walls and entrance features, annual cost for (2) complete services would be under $ 11,000.00. One such cleaning was completed in March by Terra Clean, also known as Mallard. P&L Lawn Maintenance, grounds maintenance contractor, is performing to standard and communicating with staff on a daily basis. The annual grounds maintenance contract is up for renewal on May 31 st, 2004, with a current contract value of $100,620.00. Oak Forest Wall and Beautification District - A final landscape and irrigation capital project plan is being discussed to bring before the Commission for approval. Estimated project acquisition cost would be $ 79,500.00 with yearly maintenance costs rising by approximately $ 8,000.00 per year. We are awaiting computations from GSG as to the actual yearly assessment requirements for this project. April 12, 2004 Information Item 302 Page 2 Beautification of Winter Springs - George Street landscaping upgrades are in progress with the installation of (16) trees as a buffer between SR 419 and the residential units along George Street. The Advisory Board is currently working on an updated Master Plan and potential proposal for a Landscape Ordinance which will focus primarily on Commercial and Public Development in the City of Winter Springs. FACILITIES The appearance of our facilities continues to be upgraded with minor landscape enhancements at each location. Eastwood Tuff Turf, the grounds maintenance contractor, is performing to standard and communicating with staff on a weekly basis. The annual grounds maintenance contract for facilities, which started February lS\ 2003, is valued at $ 37,416.00. TUSKA WILLA ROAD We are currently in the design stages of adding canopy trees in all Tuskawilla Road medians. This will be a long term enhancement that will benefit the overall 'look and feel' of Tuskawilla Road. Additionally, seasonal color will also be added throughout these areas. Eastwood Tuff Turf, the grounds maintenance contractor for Tuskawilla Road, is performing to standard and communicating with staff. The annual grounds maintenance contract is up for renewal on April 30, 2004, with a current contract value of$ 37,500.00. CITY RIGHTS OF WAY, MEDIANS, AND PONDS DawnaLee Corporation, grounds maintenance contractor, is performing to standard and communicating on a daily basis with staff. The annual grounds maintenance contract, which started August 1st, 2003, is valued at $ 104,175.00. Landscape maintenance of Fisher Road, with new improvements, has been added to this contract as of April 1st 2004. SR 434 RIGHTS OF WA y, MEDIANS, AND PONDS Automobile accidents continue to claim trees on State Road 434 medians at approximately (2) trees per month. Dora Corporation, grounds maintenance contractor, is performing to standard and communicating with staff The annual grounds maintenance contract, which started October 1 st, 2003, is valued at $ 72,000.00. Additional bed areas created by the SR 434 Beautification Project will be added to the grounds maintenance contract upon acceptance of the project by F.D.O.T. April 12, 2004 Infonnation Item 302 Page 3 PROJECTS SR 434 Beautification Project (Grant) - Funding amount $214,079.03 with installation by the Public Works and Utility Departments. Installation of irrigation 100% complete, landscaping 99% complete. Project deadline, July 29,2004, pending Seminole County Bridge completion. Town Center (Magnolia and Market Square) - This phase of the Town Center development is almost complete. Lush landscaping in the Market Square and Magnolia Square areas will be inviting to residents as well as guests. Florida Water Features, fountain maintenance contractor, started service in February 2004 at an annual cost of$ 3,600.00. Fisher Road - The Fisher Road Improvement Project is complete. The viability of the ligustrum trees is being evaluated as it related to survivability and traffic impact. MISCELLANEOUS Arbor Day - The City Forester, Parks and Recreation Program Supervisor, and the Urban Beautification Coordinator have been working together in preparing for our Annual Arbor Day Celebration. This event will be held in The Winter Springs Town Center on May 1 s\ 2004 from lOam to 1 pm. There will be Proclamation of Arbor Day (Mayor Bush), Tree Giveaways, Entertainment, and Tree Clinics. Primary goals of the event include: greater community awareness, promotion of The Town Center, and distribution of information related to the Arbor Ordinance. COMMISSION ACTION:
