FLORIDA, MAYOR AND CITY COMMISSION IN SUPPORT OF HOUSE BILL 33A AND CORRSPONDING SENATE BILL. WHEREAS, Florida local governments have sustained extraordinary damage from an unprecedented number of hurricanes in the Hurricane Season of2004, and WHEREAS, the State of Florida is experiencing an estimated one billion dollars in unanticipated sales taxes resulting from the purchase of construction materials related to the reconstruction and repairs of buildings damaged by storms, and WHEREAS, the City of Winter Springs, like many other cities in Florida has been forced to deplete financial reserves and or raise taxes and fees to pay for their required five percent match of FEMA funding, and WHEREAS, House Bill 33A proposed by Representative Randy Johnson and the corresponding Senate Bill proposed by Representative Gary Siplin would utilize revenues generated by unanticipated sales taxes realized from the purchase of storm related construction materials to pay local governments five percent match of FEMA funds, and WHEREAS, the utilization of unanticipated sales taxes generated from the sale of storm related construction materials is a fully appropriate use of those revenues. NOW THEREFORE, BE IT RESOLVED THAT THE MAYOR AND COMMISSION OF WINTER SPRINGS encourages the Legislature to pass H.B. 33A and the corresponding Senate Bill to assist local governments in recovering from the multiple hurricanes of 2004.
