REQUEST: Public Works Department - Stormwater Division is advising the City Commission
that staff is pursuing a grant funding program (other than FEMA) that provides
federal assistance to municipalities to clear the debris and repair the damages caused
by the hurricanes on the City's' creeks and waterways.
PURPOSE: The purpose of this agenda item is to update the City Commission on the process of
requesting for federal assistance related to the damages on the City's creeks and waterways
caused by the recent hurricanes. The federal assistance will come from the Emergency
Watershed Protection Program ofthe U. S. Department of Agriculture - Natural Resources
Conservation Service, (USDA-NRCS EWP).
CONSIDERATION:
The U. S. Department of Agriculture - Natural Resources Conservation Service (USDA-
NRCS) administers the Emergency Watershed Protection Program (EWP) which responds to
emergencies created by natural disasters. This Program is designed to help people and conserve
natural resources by relieving imminent hazards to life and property caused by floods, fires,
windstorms, and other natural occurrences. EWP is an emergency recovery program. Work can
be done either through Federal or local contracts.
The areas of the City's creeks and waterways that were affected and damaged by the recent
hurricanes were shown thru site visits and pictures to the NCRS representatives. Most of the areas
are qualified for the federal assistance thru the EWP Program. The NCRS representatives
provided the City the application and report forms for the request of funding. Funding will be
provided up to 75% for each of the qualified requested project. Staff will be bringing back at a
future meeting the grant agreement for consideration.

Currently, a total of five projects have been checked by NRCS representatives to be
qualified for funding in the total cost of $559,000.00. These projects are clearing of the debris at
the creeks and waterways, and erosion control and stabilization. The projects with the estimated
costs are as listed follows;
1. Clearing of the creeks and canals (Gee, No Name & Soldiers Creeks and Little Lake Howell
and its tributaries) - $209,000.00
2. Erosion Control at N. Tuskawilla Road - $180,000.00
3. Erosion Control/Bank Stabilization at Howell Creek - $60,000.00
4. Erosion Control/Bank Stabilization at Hacienda Village * - $110,000.00
FUNDING:
This is a cost share program, where NCRS will provide funding of75% of the total cost of
work and the remaining 25% will come from the City Stormwater Fund for the City projects. For
the Hacienda Village project, it is private property and the association or the property owners must
come up with the 25% funding match and the City would provide technical support. The City
share of 25% for the public projects can be in the form of cash or in-kind services.
