REQUEST:
The Parks and Recreation Department requests approval to transfer
$ 27,317.00 from Park Impact Fees to fund entrance modifications to
Central Winds Park and approval of the change order by Sunshine
Building and Development Company to do the work.
PURPOSE:
The purpose of this item is to request the needed funding and to complete
needed entrance modification to Central Winds Park.
CONSIDERATIONS:
. Central Winds Park has used the Cross Seminole Trail Right-A-Way to provide entrance
to the east side of the park (maintenance shop, soccer fields).
. The Cross Seminole Trail is now under construction and this Trial Right-A- Way and
entrance may no longer be used.
. Staff, Public Works, and Seminole County have located a new entrance location next to
the current park entrance near the park sign that will line up with the existing paving in
the park.
. The City Commission on March 8, 2004 approved the bid of Sunshine Building and
Development Company for under drains on the Central Winds Expansion Property in the
amount of$ 254,716.35 from the Road Improvement Fund.
. Sunshine Building is on site and submitted a cost of $ 27,317.00 to perform the needed
modification.
. CPH has reviewed the cost and find it reasonable to perform the work.
. The change order is above 10% of the contract and requires City Commission approval.
. There are un-obligated funds available this FY in the Parks Impact fee Account to fund
this modification.

FUNDING:
Park Impact Fee Fund (155) transfer in the amount of$ 27,317.00.
RECOMMENDATIONS:
This Parks and Recreation Department recommends approval to transfer $ 27,317.00 from Park
Impact Fees to fund entrance modification to Central Winds Park and approve the change order
by Sunshine Building and Development Company to do the work.
IMPLEMENTATION SCHEDULE:
The scope of work will be completed within 60 days of approval.

Dear Greg:
As requested CPH Engineers reviewed the cost proposal submitted by Sunshine
Building and Development for the revisions to the Central Winds Park Entry Drive.
Based on the outlined scope provided by Sunshine, CPH prepared two engineers
estimates of probable construction cost. The average of our two estimates was
$27,317.00 not including bonds, insurance, etc. Therefore, based upon our evaluations,
we feel that the price provided by Sunshine is a reasonable cost to perform the work
required.
