HomeMy WebLinkAbout2004 03 08 Regular 502 COMMISSION AGENDA ITEM 502 CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X March 8, 2004 Meeting MGR. /#-/DEPT 1ft/' Authorization REQUEST: The Community Development Department recommends approval of the proposed architectural renderings for a building on Lot 7 at the Tuskawilla Office Park (TOP), subject to the Dover Kohl & Partners comments. PURPOSE: The purpose of this agenda item is to consider and approve the proposed architectural renderings for a building on Lot 7, subject to the Dover Kohl & Partners comments. A typical building elevation was approved with the final engineering plans for the TOP. Any deviation from that design requires City Commission approval. APPLICABLE LAW AND PUBLIC POLICY: Sec. 20-321. Administration. Sec. 20-327. Architectural Guidelines. CHRONOLOGY: February 11, 2002 - City Commission approves final engineering/site plan and development agreement for the TOP (including typical architectural renderings for one and two story buildings). April 14, 2003 - City Commission approved architectural renderings for buildings 1 and 6 at the TOP. July 28, 2003 - City Commission approved architectural renderings for building 11 at the TOP. March 8, 2004 Regular Item 502 Page 2 FINDINGS: 1. Staff believes the proposed rendering is more aesthetically appealing that the typical renderings approved on the final engineering plans. 2. The City Commission approved similar renderings at its April 14, 2003 and July 28,2003, meetings, subject to Dover Kohl and Partners' comments. 3. James Dougherty, of Dover Kohl and Partners, the City's Town Center consultant, has reviewed the architectural renderings and although finding them generally consistent with the Town Center Code's, provided comments for minor modifications. ST AFF RECOMMENDATION: Staff recommends approval of the proposed renderings, subject to Dover Kohl & Partners comments. Staff would process the building permit applications and the applicant could commence vertical construction (once the plans are approved and the wall and other related site improvement requirements are completed), but the applicant would be fully responsible to diligendy pursue the plan modifications and implement and complete d1em by the time the certificate of occupancy is requested. This is not necessarily a problem, but the building would benefit from more presence. The detailing of the buildings appears to be fairly consistent with the other buildings in the Tuskawilla Office Park. The building looks very 'slab on grade'. The building would have more presence with a raised finish floor. The look of a raised finish floor could be accomplished, while maintaining accessability by increasing the height of the first story and placing a water table at the height a raised finish floor would be. The elevation appears to show a row of shingles along the top of the horizontal piece of the central pediment. This is an unusual detail. It would be better not to use shingles there. \
