COMMISSION AGENDA ITEM 305 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR March 8, 2004 Meeting MGR. j# IDEPT /~ Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERATION: TRAFFIClTRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - Bids were be opened December 17, 2003 with AP AC the low bidder at $3,429,392. Funding available is $3,374,000. County Commission is scheduled to award contract and approve interlocal agreement on March 23rd. We still have five landscape easements to finalize. Construction is projected to begin in May 2004. Project completion is expected to be May 2005. (3/8/04) Main Street / Hickory (;rove Streetscape - This $850K project includes sidewalks, irrigation, and landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center. Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contract is 95% complete with completion projected by the end of March. (3/8/04) SR 434 / Doran Drive Traffic Signal - FDOT conditional approval of the signal warrant analysis has been received. Design 95% complete. The additional right of way from Mrs. Blumberg is appraised at $7.25 per square foot for a total of $11,360. The City Hall/Tuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive. Staff has discussed with Mrs. Blumberg a temporary access easement to Doran Drive to improve response time. Staff is awaiting the go ahead for the final plan submittal based upon a review of the ultimate configuration of S.R. 434. (1/26/04) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the trail bridge. Irrigation is complete and plant installation is 85% complete. Work being performed by Public Works and Utility Department staff with a completion of summer 2004. (3/8/04) . . . March 8, 2004 Information Item 305 Page 2 SR 419/ Moss Road Turn Lane - Bid opening was December 17, 2003 with the low bid by Gibbs & Register of $209,749.80. The FDOT funding is for their FY 2004/2005 which begins July 1 st and the City can not be reimbursed for expenditures prior to execution of the nmding agreement. The low bidder declined to hold the bid for an additional six months and, therefore, the bids were rejected. The project will be rebid this summer. (3/8/04) Cross Seminole Trail (Wade Street to Town Center/Bridge to Gardena Avenue) - Design being modified by Inwood Consulting to address arsenic remediation plan. The proposed construction limits for the paved trail are from Wade Street to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are not included in the design. Construction is projected to begin May 2004 with a 9 month construction period. (12/8/03) Pedestrian Bridge - Cross Seminole Trail- Construction by the design/build team of Jones Bros./Mactec underway. A $240,000 proposal for lighting the bridge has been received and is being reviewed. Staff will likely be recommending to the Commission to include the conduit but hold off on the fixtures. A proposal for upgrading the fencing is pending FDOT approval of the waiver to require the fencing to cover the top. Northside piers 95% complete. Southside piers 40% complete. Spans projected to be set by May 1, 2004. The design/build contract is scheduled to be completed October 2004. (3/8/04) Cross Seminole Trail (Wade Street to Wekiva Trail) - Preliminary Design and Corridor Analysis underway by VHB. The alignment being considered is along the Old Sanford Oviedo Road right of way from Layer Elementary school to the power easement at the western end of OSO Road. The option along the north side of the developed area has extensive wetlands reducing the viability of that option. Staff has scheduled a meeting for March 18th to review the status. (3/8/04) Fisher Road - Construction complete. Punchlist items remain. Approximately 400 landscape plants were stolen the first week of installation. (3/8/04) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property. SJRWMD permit received. Bid award for the stonnwater piping portion through the park expansion area is scheduled for Commission consideration on March 8th. (3/8/04) Deceleration Lane Study - Final report projected to presented at the City Commission meeting of March 22nd. (3/8/2004) Winter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs received from PEC and under review by staff. (3/8/04) UTILITY SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. Waiting for Casscells to execute the utility easement. Schrimsher easement is pending. (11/10/03) Utility / Public Works Compound - Design underway. Facilities at Cities of Maitland and Winter Park visited by staff and SRI. (3/8/04) . . . March 8, 2004 Information Item 305 Page 3 Well #4 - Consumptive Use and Construction Permits received. Notice to Proceed issued for February 1, 2004. Sunshine Building and Development is contractor for this $271,956 project. Drilling for the new proposed well location adjacent to Northern Way in Trotwood Park will begin in March. (3/8/04) Reclaimed Water Augmentation - Pilot test of utilizing Lake Jesup for reclaimed water augmentation is underway. Final report being written. (3/8/04) PARKS and RECREATION Sunshine Park ADA Improvements - Construction complete. Final payment pending receipt of Lien Releases. Scope included restroom/storage building replacement and electronic access doors on the Senior Center and Civic Center. (3/8/2004) Central Winds Park Expansion Phase I (Sitework) - Clearing and grubbing complete. Grading is 80% complete. Underdrain installation complete. Completion date has passed and contractor's bonding company has been notified. Contractor has not been onsite in two weeks. Termination of contract being considered with City Attorney's office. (3/8/04) Central Winds Park Expansion Phase H (Landscape& Irrigation) - Design complete. Pump station upgrade approved. Waiting for Sitework contract to complete. (3/8/04) Central Winds Parkway Stormwater Piping - Bid award for March 8, 2004 Commission consideration. Notice to Proceed will not be issued until "Sitework" contract complete. Moss Park Buffer Wall- Bid awarded to Price Construction for this $56,969 project. Project is projected to begin in March. (3/8/04) POLICE Public Safety Building Expansion - Notice to Proceed for this 120 day, $175,000 contract was issued December 1, 2003 to Tim Williams Builders. Project is about 60% complete.
