REQUEST: Utility Department Requesting Authorization to Purchase Sodium Hypochlorite by
Piggybacking ofT the City of Lake City contract
PURPOSE: The purpose of this Board item is to request authorization to piggyback off of the City of
Lake City's contract for Bid #ITB-019-02 with Odyssey Manufacturing company to
purchase sodium hypochlorite.
CONSIDERA TIONS:
The City of Winter Springs has converted from gas chlorine to sodium hypochlorite
(liquid chlorine) at two of the cities water treatment facilities and we are in the process of
converting to liquid chlorine at the west wastewater treatment facility. This conversion
eliminates the potential risks to surrounding residents of gas chlorine leaks. We estimate
that we will use approximately 80,000 gallons ofliquid chlorine per year at the facilities.
Lake City has bid the purchase of bulk sodium hypochlorite under bid number ITB-
019-02. The low bid was $0.55 per gallon with Odyssey Manufacturing including delivery:
The annual cost is projected to be $44,000.00 at $0.55 per gallon. Odyssey Manufacturin~
has agreed to keep the price fixed for the next 3 years.
FUNDlNG:
The Utility Department's 2002/2003 budget for chlorine is $60,000.00, which is
sufficient for the combined liquid and gas chlorine purchases.

RlECOMMENDA TION:
It is recommended that authorization be granted to piggyback off of the City of
Lake City's contract with Odyssey Manufacturing company for the purchase ofliquid
chlorine, sodium hypochlorite, at $0.55 per gallon.
IMPLEMENTATION SCHEDULE:
The service will begin immediately upon approval.
