HomeMy WebLinkAbout2003 05 27 Consent A Park Improvements 052703Consent "A" Parks Improvements Page 1 of2 COMMISSION AGENDA ITEM A CONSENT X INFORMATIONAL PUBLIC HERING REGULAR MGR. fJ.-' /DEPT e-\Y Authorization May 27,2003 Meeting REQUEST: The Parks and Recreation Department is requesting that the City Commission approve a supplemental appropriation in the amount of $46,669 to re-roof the Central Winds Park Building and Dugouts, replace the Central Winds Park Playground, and replace the 2 Ball-field Backstops at Sunshine Park from the Land Acquisition and Park Improvements Fund. PURPOSE: The purpose of this item is to approve replacements of Roofing, Playground, and Backstops that are deteriorated and unsafe and provide the necessary funding from the Land Acquisition and Park Improvement Fund. CONSIDERATION: I. The shingles on the Central Winds Park Building and Dugouts are over 11 years old. The roofleaks on the computer in the Sports Supervisor's office when it rains. When it is windy shingles are found around the park and are curving up on the roofs. The roofs need replacement with commercial instead of residential shingles. Remove and dispose of existing roofing install new roofing, felt, flashing and install 30 year shingles on building and 8 dugouts. Lowest and best quote - $ 11,760.00. II. The playground near the Soccer & Ball-Fields at Central Winds Park is over 11 years old. Many wood planks are warped, splintered, and rotted. Replacement parts are not available. Hardware is rough, loose, and rusted in many places. A replacement playground is needed. New playground including shipping and installation - $ 17,710.98. New poured in place rubber surfacing and installation -$ 15,080.00. New shade structure - $ 7,717.60. Lowest and best quote $ 40,508.58. $ 20,000 in State funds are available. The 2 Ball-field Backstops at Sunshine Park are over 27 years old. The support posts are bent and rusted. The overhang fencing is not properly supported and also rusted. The entire unit is a safety concern and needs to be replaced. Material and labor to install two (2) backstops at Sunshine Park, 130 LF. of 18 ft. high 6 gauge, black vinyl chain link fence using 5-4" posts, 2-3" posts, 8-2 %" posts. All to have 1 5/8" top and bottom intermediate rails. Parks and Recreation and Public Works to remove existing backstops. Lowest and best quote - $ 14,400. FUNDING: A total of $ 66,669 is requested to complete these projects as follows: I. II. III. RECOMMENDATION: The Parks and Recreation Department is recommending that the City Commission approve a supplement in the amount of $46,669 from the Park Acquisition and Improvement fund to re-roofthe Central Winds Park Building and Dugouts, replace the Central Winds Park Playground, and replace the 2 Ball-Field Backstops at Sunshine Park. $ 20,000 from FRDAP funds have already been appropriated. IMPLEMENTATION SCHEDULE: May 28, 2003 June-July 2003 August, 2003 Order Roof, Playground and Backstops Replacements. Work Completed Open Playground and Ball-Fields. Apri118,2003 Chuck Pula, Director of Parks and Recreation City of Winter Springs 1126 East State Street Road 434 Mr. Pula, This letter is to address issues concerning the Soccer/Baseball Field playground at Central Winds Park. The playground in question is well over 11 years old. Due to its age, and the fact that it has not been updated in a while (if ever), it is in need of major repairs to make it safe for play, here are a few of the items of concern: - The decking on the structure con~ists of wooden planks. Many planks have come loose due to deterioration of the wood and rusted hardware. The planks shift and move when they're walked on. Because they move and shift, they could cause a pinch, crush or shear point (ASTM 1487-01 Section 6.5) Other planks are warped, rotted away completely and splintered, which has obvious concerns of entrapment and protrusion issues. Due to environmental conditions, many posts are no longer plumb. This has caused decks to shift and they are not at the recommended heights they were originally installed at. This has caused some several head entrapment issues (ASTM F 1487-01 Section 6.1). Typically any gap between 3.5" and 9" is unacceptable for play equipment, as it could cause strangulation. This playground in its current state has several gaps that when measured fail this ASTM Standard. There are numerous other items, such as rough edges, loose and deteriorated hardware equipment, etc. Many safety codes that exist now did not exist when the equipment was installed. Technically, the unit could not be brought up to current Safety and ADA codes. Because of recent safety and ADA issues, most municipalities prefer to have the extra assurance that new equipment can offer, along with improved warranties. We would finish the play area with poured in place surfacing which is totally ADA accessible and the best playground surfacing for safety. Also the entire playground should be covered with a shade structure to prolong the life of the structure and surfacing. ... 11 . .." Playgrounds should meet or exceed appropriate safety standards, provide ADA accessibility, have good flow patterns, be age appropriate and meet the needs ofthe users, such as active play, creative play, cooperative play and sensory play. The existing playground in question does none of the above and does not meet the ADA or the STMA codes and standards.
