REQUEST: Police Department requests the Commission to give approval for the
purchase of (4) Mobil Video Camera's, (I) used 2001 Volkswagen Jetty, currently used
by the School Resource Officer at Winter Springs High School, and (1) used 2000 Jeep
Grand Cherokee from the Special Law Enforcement Fund. (State and Federal Asset
Forfeitures).
PURPOSE: To seekthe consent of the Commission to approve the purchase the above
items from the Special law Enforcement Trust Fund.
CONSIDERATIONS: In September 2001 Aristocrat Motors arranged for the use of a
new 2001 Volkswagen Jetty to the Winter Springs Police Department for the High School
Resource Officer. This vehicle was provided at no cost to the City. At this time
Aristocrat Motors is unable to continue with this program. Aristocrat Motors has offered
the vehicle to the City for $14,500.00. Retail Value for this vehicle is $17,300,00. The
vehicle has 14,000 miles on the odometer.
In September 1999 we received a seized 1995 Toyota Camry from a criminal case. At
this time it is assigned to the Auto theft Investigator. The vehicle has 103,068 miles and
is in need of costly repairs that exceeds the worth of the vehicle. Aristocrat Motors has a
2000 Jeep Grand Cherokee for the price of $12,000.00. Aristocrat Motors will give a
credit of $2,500.00 for the trade of the 1995 Camry making the selling price of the Jeep to
the City for $9,500.00, The Retail Value for this vehicle is $14,960.00
The purchase of the 4 in car video cameras will allow the Patrol Officers to obtain video
evidence to assist in the successful prosecution of criminal acts. They will also add to the
overall safety of the patrol officers.

FUNDING: All funding will come from the existing Special Law Enforcement Fund.

Currently there is $61,000.00 in the Special Law Enforcement Fund.
RECOMMENDATION: Approve the proposal and expenditure of$38,840.00 from
the Special Law Enforcement FUnd.
