Authorizati on (1_,\7 REQUEST: The Parks and Recreation Department is requesting the City Commission approval to apply for a Community Development Block Grant (CDBG) for demolition of the Civic Center and construction of a new Neighborhood Community Center at Sunshine Park and authorize the City Manager to apply for this grant on behalf of the City of Winter Springs. PURPOSE: The purpose of this item is to apply for potential Grant Funds in the amOlmt of $556,131.35 to construct a new Neighborhood Community Center at Sunshine Park. CONSIDERATIONS: . Parks and Recreation conducts various classes and programs and rents the Civic Center facility for public usage. The facility has the potential to be used for more Neighborhood Community Programs. . The Civic Center building is over 30 years old and in need of many renovations. . Improvements include demolitioI?- of exiting Civic Center and construction of a new building which includes large meeting room, divider, stage, ADA accessible door and restrooms, kitchen with appliances, storage, and office space. The structure will meet all current codes and re:quirements. It also includes 36 new parking spaces, a masonry buffer wall and site lighting. . Construction of a nlew Neighborhood Community Center at Sunshine Park is eligible for potential CDBG funding. . Staff is in the process of completing all the required Grant exhibits and also obtain the necessary neighborhood income surveys in order to meet the March 5, 2004 Grant deadline. FUNDING: Funding is a 100% C.D.E.G. grant in the amount of $556,131.35. However, the City will have to fund any contingencies for which we would recommend budgeting $56,000.00 from park impact fees. RECOMMENDATIONS: Staff is recommending that the City Commission approve this application of a Community Development Block Grant and authorize the City Manager to apply for the grant on behalf of the City of Winter Springs, and if the grant is approved to appropriate $56,000.00 from the Park Impact Fees. SEE ATTACHED 8 ATTACHMENT #2 Nejighborhood Community Center at Sunshine Park City of Winter Springs Outline Specifications Overview This project was developed out of a growing need to provide classroom and meeting space for various community activities at Sunshine Park. In particular the need for space, which is accessible for the disabled and user friendly, for the City's low and moderate income citizens. Originally the City's intent was to renovate the existing "Civic Center" building by providing ADA accessibility, easier access, and use by the neighborhood. However, to make the necessary improvements, the construction cost exceeded $200,00. Upon further inspection of the existing facility, a more detailed analysis of its condition, additional construction costs were identified to make necessary structural repairs to the roof, accessibility renovations to the restrooms, and to upgrade the overall non-compliant, electrical system. With these growing renovation costs, coupled with the potential unknown costs associated with renovation work, and the need for more space than the existing 3,000 square foot contained, it became clear that any money spent to improve the existing building would be far better applied to a new facility. Therefore this grant application is for demolition and replacement of and existing 40+ year old structure that does not meet the current building code, with a new building containing approximately 1,000 additional square feet of multi-purpose community classroom and meeting space. A. Civil I. Clearing and site preparation shall be done in accordance with the recommendation of the geotechnical engineer. 2. We assume that water capacity is available on site and the new buildings will be connected to on site distribution with pvc pipe for potable water and the service size will be limited to this building's requirements. 3. Storm water retention system shall be installed per the St. Johns River Water Management District's and the City of Winter Springs design standards, and the retention area will be sized for this projects requirements only. 6. Concrete walks shall be 4" 3000 psi concrete on 12" compacted base. 8. Power supply will be coordinate with FP&L and sized for this building's requirements only. 9. Paving will be normal wear I" asphalt in light traffic roads and parking area. B. Architectural I. The structural shell shall consist of concrete slab on grade, concrete running foundation, concrete block exterior bearing wall, and pre-engineered wood roof truss framing. 2. Exterior walls for the restroom shall be a combination of brick veneer, and stucco finish over cmu, with interior surface being ceramic tile. 3. Roofing shall be slanding seam metal roof to match the existing building(s) on exterior cdx plywood roof deck with 9" foil faced batt insulation. 4. Exterior doors shall be insulated hollow metal doors and frames. 5. Interior doors shaH be stain grade flush solid core wood doors in hollow metal frames. 6. Floor finishes shall be vinyl tile in storage rooms, lobby areas, and corridors, with non slip ceramic tile in bathrooms areas. The multi-purpose room in the civic center shall be athletic synthetic flooring and the kitchen shall have grease resistant quarry tile. 7. Ceilings shall be 2 x 2 lay-in acoustical tile in all areas, except for the restrooms, which will be a suspended plaster on metal lath ceiling system with an epoxy paint finish. 8. Built in cabinetry shall be custom design, plastic laminate over plywood base construction, and is limited to counters as shown on drawings. 9. All door hardware shall comply with the Standard Building Code as well as with Florida's accessibility code. C. Mechanical I. Plumbing fixtures shall be vitreous china with water closets and urinals being llush and lavs being wall hung. 2. Plumbing piping shall be copper supply, and PYC sanitary. 3. HY AC shall be a ducted supply and return split "dx" units. D. Electrical I. Light fixtures for the most part in all office and work areas shall be recessed lay-in fluorescent fixtures with "p" Ia.mp fluorescent lighting in storage and mechanical areas. The open public and staff work areas will use indirect fluorescent tube fixtures for better overall illumination. 2. Emergency and exit sign lighting with integral battery packs will be provided for all means of egress. 3. Fire alarm, voice, and data will be provided. 4.
