C()MMISSION AGENDA ITEM 301 CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR January 26, 2004 Meeting MGR. ;V /DEPT /~ Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERATION: TRAFFICITRANSPORTATl'ON IMPROVEMENT SR 434 Improvements (Village Walk) - Bids were be opened December 17, 2003 with APAC the low bidder at $3,429,392. Funding available is $3,374,000. Staff is working with County staff reviewing bid items. One item under consideration is using Progress Energy for streetlighting instead of the private lighting proposed at a cost of$140,000. We still have five landscape easements to finalize. The county is looking to the City to fund the contingency out of the One Cent Sales Tax. The interlocal finalizing the funding is scheduled for consideration at the February 9 City Commission meeting. Construction is projected to begin in May 2004. Project completion is expected to be May 2005. (1/26/04) Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center. Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contractor working on the Market Square and Magnolia Square fountains. Irrigation and electrical conduits complete. Sidewalks underway, Projected completion is February 2004. (12/8/03) SR 419/ Edgemon Traffic Signal - Seminole County administering LAP Agreement due to FDOT funding up to $211,000 for the signalization and turn lane improvements. Construction complete with punchlist items remaining. (1/26/04) SR 434 / Doran Drive Traffic Signal - FDOT conditional approval of the signal warrant analysis has been received. Design 95% complete. The additional right of way from Mrs. Blumberg is appraised at $7.25 per square foot for a total of $11,360. The City Hall/Tuskawilla Trails median opening will be required to be changed to a directional only to get signalization at Doran Drive, Staff has discussed with Mrs. Blumberg a temporary access easement to Doran Drive to improve response time. (1/26/04) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the trail bridge. Irrigation is complete and plant installation is 65% complete. Conflicts with trial bridge being addressed. Work being performed by Public Works and Utility Department staff with a completion of summer 2004. (1/26/04) SR 419/ Moss Road Turn Lane - Bid opening was December 17, 2003 with the low bid by Gibbs & Register of $209,749.80. Staff is waiting for the JPA with the FDOT for the $100,000 towards the project costs. (1/26/04) Cross Seminole Trail (Wade Street to Town Center/Bridge to Gardena Avenue) - Design being modified by Inwood Consulting to address arsenic remediation plan. The proposed construction limits for the paved trail are from Wadle Street to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are not included in the design. Construction is projected to begin May 2004 with a 9 month construction period. (12/8/03) Pedestrian Bridge - Cross Seminole Trail- Construction by the design/build team of Jones Bros./Mactec underway. A $240,000 proposal for lighting the bridge has been received and is being reviewed. Staff will likely be recommending to the Commission to include the conduit but hold off on the fixtures. A proposal for upgrading the fencing is pending FDOT approval of the waiver to require the fencing to cover the top. Northside piers 95% complete. Southside piers 15% complete. Spans projected to be set by May 1,2004. The design/build contract is scheduled to be completed October 2004. (1/26/04) Cross Seminole Trail (Wade Street to Wekiva Trail) - Preliminary Design and Corridor Analysis underway by VHB. Alignments being considered along the rear/north side of the proposed elementary school, auto recycler, Grove Counseling Center and the proposed UtilitylPublic Works Compound. We are discouraging an alignment to close to the City property because the visibility of the construction nature of the compound would detract from the trail experience. (9/8/03) Fisher Road - Construction commenced October 1, 2003 on this 180 day contract. Southland Construction is the contractor for the $648,000 project. The stormwater system is complete as is the curbing and base. Project completion projected for April 1, 2004. (1/26/04) Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been requested from the Leerdam property. SJRWMD permit is pending. Bids for the stormwater piping portion through the park expansion area were opened January 14, 2004 with a low bid by southeast Enviroscape of $239,000, Bids are under review. Construction will start when the park expansion grading project is complete. (1/26/04) Deceleration Lane Study - Preliminary report being modified as requested at the January 12th meeting, Final Report to be completed in 60 days. (1/26/2004) . . . January 26, 2004 Infonnation Item 301 Page 3 Winter Springs Boulevard Reconstruction - Reviewed project scope with consultant. PEC to provide proposal for phased pavement analysis and scope of repairs required. (8/11/03) UTILITY SR 434 Water Main (Vistawilia Road to Spine Road) - Design 90% complete. Waiting for Casscells to execute the utility easement. Schrimsher easement is pending. (11/10/03) Utility / Public Works Compound Force Main - Construction complete. (1/26/04) Utility / Public Works Compound - Design authorized on January 12, 2004. Kick off meeting scheduled for January 22,2004. (1/26/04) Well #4 - Consumptive Use Permit received. Notice to Proceed issued for February 1, 2004. Sunshine building and Development is contractor for this $271,956 project. The new proposed well location is adjacent to Northern Way in Trotwood Park. (1/26/04) Reclaimed Water Augmentation - Pilot test of utilizing Lake Jesup for reclaimed water augmentation is underway. Test will be conducted at Central Winds Park. (1/26/04) PARKS and RECREATION Sunshine Park ADA Improvements - Construction complete. Scope included restroom/storage building replacement and electronic access doors on the Senior Center and Civic Center. (1/26/2004) Central Winds Park Expansion Phase I (Sitework) - Clearing and grubbing complete. Grading is 80% complete. Underdrain installation began 11/24. Completion date has passed and contractor's bonding company has been notified. Contractor sent a Notice of Intent to Terminate unless he returns to work by January 22. (1/26/04) Central Winds Park Expansion Phase II (Landscape& Irrigation) - Design complete. Parks staff is pricing the irrigation work as well as the pump station upgrades. (11/10/03) Moss Park Buffer Wall- Bid awarded to Price Construction for this $56,969 project. Project is projected to begin March 1,2004. (1/26/04) POLICE Public Safety Building Expansion - Notice to Proceed for this 90 day, $175,000 contract was issued December 1, 2003 to Tim Williams Builders. Project is about 40% complete.
