COMMISSION AGENDA ITEM B CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR April 14, 2003 Meeting MGR rmEPT /~ Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERA TION: . TRAFFIClTRANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk)- This project on S.R. 434 from 17-92 to S.R. 419 is in the final design approval stages. 100% drawings have been submitted to FDOT for approval. The $3.8 million dollar project includes medians, landscaping, signalization upgrades, decorative stamped asphalt at the intersections, milling and resurfacing. Additional landscaping will be provided along the corridor where adjacent property owners provide landscape easements. The project is scheduled to be bid in July 2003 with construction commencing in September 2003. Project completion is expected to be in the summer of2004. (4/14/03) Tuskawilla Road / SR 434 Traffic Signal - Construction proceeding. FDOT approval of mast arm shop drawings to occur by 4/1 0/03. Delivery of mast arms for traffic signal will 12 to 16 weeks. Estimated Completion September 2003. (4/14/02) Main Street / Hickory Grove Streetscape - Notice to Proceed issued for April 2, 2003. This $781,795.37 project includes sidewalks, irrigation, and landscaping on Tuskawilla Road, Hickory Park Road, and Doran Drive in the Town Center. Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Projected completion is November 2003. (4/14/03) SR 434/ Wagner's Curve Traffic Signal - FDOT approval of mast arm shop drawings to occur by 4/17/03. Delivery of mast arms for traffic signal will 12 to 16 weeks. Estimated completion October 2003. (4/14/03) . SR 419/ Edgemon Traffic Signal - Seminole County to administer per LAP Agreement due to FDOT funding up to $211,000 for the signalization and turn lane improvements. Design complete. Contractor negotiations underway. Projected construction completion October 2003. (4/14/03) . . . April 14, 2003 Information Item B Page 2 SR 434/ Doran Drive Traffic Signal- CPH submitted warrant analysis to FDOT March 5, 2003. We expect approval ofthe analysis by April 15, 2003. It is likely the City Hall median opening will be required to be changed to a directional only to get signalization at Doran Drive. (4/14/03) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period. Material ordering underway. Conflicts with trial bridge being addressed. Construction scheduled to begin May 2003. Work to be performed by Public Works and Utility Department staff (4/14/03) SR 419/ Moss Road Turn Lane - Design complete by PEC. FDOT permit expected by May 1, 2003. Bid Date May 15,2003. Construction completion projected October 1,2003. (4/14/03) Cross Seminole Trail- 90% Design plans have been received. The proposed construction limits for the paved trail are from Wade Street to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are not included in the design. (12/9/02) Pedestrian Bridge - Cross Seminole Trail - Seminole County issued Notice To Proceed to the designlbuild team of Jones Bros./Mactec. Staff is working with the team on possible upgrades to the fencing and lighting. The designlbuild contract is 18 months with construction projected to begin in August 2003. (4/14/03) Fisher Road - Design 95% complete. Plans were given to Seville Chase and Ian Lockwood on April 2 for final comments. SJRWMD permit to be submitted April 21. City Commission final approval tentatively scheduled for May 12. (4/14/03) Central Winds Park Boulevard - Preliminary design ongoing by CPH in conjunction with Michael Design Associates. Road configuration is being coordinated with park expansion grading plan. Additional right of way is being requested from Leerdam property. Projected construction start date is Fall 2003. (4/14/03) Winter Springs Boulevard Reconstruction - Reviewed project scope with consultant. PEC to provide proposal for pavement analysis and scope of repairs required. (4/14/03) UTILITY 16" Water Distribution Main - Project complete. Punch list items remaining. (4/14/03) East Water Reclamation Facility Filters - Project construction began on December 2, 2002. Project on schedule and 80% complete. Estimated completion is in May 2003. (4/14/03) SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. City Attorney reviewing easement proposed by Casscells. Schrimsher easement is pending. (4/14/03) . . . April 14, 2003 Information Item B Page 3 Utility / Public Works Compound Force Main - Retained Lochrane Engineering to reuse the Respite Center design for permitting and bidding. Permit pending for FDEP and FDOT. CSX Railroads permit received. (4/14/03) Utility / Public Works Compound - SRI provide conceptual site plan and building layouts based on Needs and Space Analysis. Preliminary cost estimate at $2.8 million. Conceptual plan to be finalized by May 15. (4/14/03) Well #4 - Consumptive Use Permit resubmitted to SJRWMD on April 2, 2003 for new proposed well location adjacent to Northern Way in Trotwood Park. (4/14/03) Reclaimed Water Augmentation - CPH revising report to reflect new consumption data provided by staff (4/14/03) PARKS and RECREATION Torcaso Park Expansion - Project substantially complete. Punch list items remaining. Met contractor on March 27 to discuss punchlist, liquidated damages and issues with subcontractor. Reinspection of storm pipes scheduled for April 11. (4/14/03) Central Winds Park Expansion - SJRWMD permit received. Bid award on April 14 agenda for clearing, grubbing and grading with a tentative completion date of August 1, 2003. Landscape and irrigation design underway for separate bid. (4/14/03) COMMISSION ACTION:
