HomeMy WebLinkAbout2003 08 11 Consent E Installation of Roadway Underdrains on Northern Way I COMMISSION AGENDA ITEM E CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR August 11, 2003 Meeting MGREu\ /DEPT jY , Authorization REQUEST: Public Works Department Requesting Supplemental Appropriation for the installation of roadway underdrains on Northern Way. PURPOSE: The purpose of this Board item is to request a supplemental appropriation of$73,080 from the Transportation Improvement Fund balance for the installation of roadway underdrains on Northern Way and to authorize piggybacking the construction from Orange County contract #Y2-11 05 - TE . CONSIDERA TIONS: This supplemental appropriation is needed to cover unanticipated costs associated with the maintenance of roads. Due to inordinate amount of rainfall in the previous year some segments of Northern Way suffered damage to the road base. The road is subjected to continual fluctuations in the ground water table and, when high, will wick up through the roadway damaging the base material and causing the asphalt to buckle. The installation of perforated underdrains will capture the groundwater and convey it directly to the stormwater system away from the road base. It will be necessary to install this underdrain in several locations on both sides of the road. Funds for this project were budgeted in the FY 03/04 budget but with the daily rainfall the groundwater table does not recede and the road continues to degrade and must be addressed as soon as possible to avoid major reconstruction. The locations requiring this installation are on Northern Way from Benitawood Court east to Mt. Laurel Drive and from Grizzly Court east to Cougar Court. The total length is approximately 4060 feet at a cost of$18.00 per foot representing a cost of$73, 080.00. Orange County, Florida currently has open ~ .- ~. ., Consent Agenda Item E August 11, 2003 Page 2 contract #Y2-11 05 - TE with Shuller Contractors, Inc. for the installation of such underdrian systems and can be piggybacked. The damaged asphalt can be patched with full restoration in the Fiscal 03/04 resurfacing program. FUNDING: The $73,080 would be appropriated from Transportation Improvement Fund Reserves to the Transportation Improvement Infrastructure line code (104-63100). This appropriation would reduce the 02/03 fund balance projection from $276,000 to $203,000. REcOMMENDA TION: It is recommended that the City Commission approve a supplemental appropriation of $73,080 to from Transportation Improvement Fund Reserves to the Transportation Improvement Infrastructure line code (104-63100) and grant authorization to piggyback on Orange County Construction Term contract #Y2- 1105-TE for the installation of under drains. IMPLEMENTA TION SCHEDULE: The funds will be transferred after Commission approval and the installation and repairs performed immediately thereafter. ATTACHMENTS: None COMMISSION ACTION
