HomeMy WebLinkAbout2003 03 24 Informational C Better Illistrating Design Concepts COMMISSION AGENDA ITEM C CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR March 24, 2003 Meeting MGR.r /DEP~61 Authorization REQUEST: The Community Development Department wishes to provide the Commission with copies of Visuals prepared to illustrate Good Examples of Signage and Good Examples of Window Treatments which are allowed within the Town Center Code. PURPOSE: The Community Development Department has prepared Visuals for the purpose of better illustrating design concepts contained in the Town Center Code. CONSIDERATION: Applications for signage within the Town Center are not drawing upon the creativity allowed for and encouraged by the Town Center Code. Staff DRC has been working to photograph and compile good examples of signage to demonstrate the variety of signage included in the Code. Unless directed otherwise, these examples will be made available to applicants to encourage them to explore the options allowed in the Code, rather than merely mimicking what is in place on-site. Additionally, the issue of window coverings was not addressed in the Code, in order to allow flexibility to tenants. However, as some tenants are now installing vertical blinds, blocking visibility and negating the transparency required by Code, Staff DRC requested Dover Kohl to provide guidance. Visuals and text are included which address the transparency issue related to window coverings. RECOMMENDATION: None required ATTACHMENTS: Visuals COMMISSION ACTION: @). TOWN CENTER VISUAL GUIDELINES SIGNAGE & WINDOW TREATMENTS City of Winter Springs A Compilation of Images by the Winter Springs Community Development Department March 2003 Interpretation of the standards in the Town Center District Code is the responsibility of the City's Development Review Committee (DRC) and appropriateness is made on a case-bv-case basis. The code does not infer pre-approval; Please make no assumptions, particularly related to examples currently in the Town Center. Ttlese mayor may not be repeated based on the determination of the ORC. SIGNAGE: All signage is subject to a Discretionary Aesthetics Appropriateness Review by the DRC. This means that NO permits will be issued until signage is approved. The approval process takes several weeks or more. (Tenants of businesses should not pay a deposit, nor authorize construction for signage until a permit has been issued.) Awnings can not be backlit or glossy-finish GOOD EXAMPLES OF PROJECTING SIGNAGE selected by Winter Springs Design Review Committee Signage with lettering projecting above the awning adds an architectural flair to a shop's identity (Awnings must be functional, protecting patrons from severe weather.) Projecting signs which break the skyline are visible from a variety of distances and serve as beacons to customers when lit at night. Transparency is partially achieved through appropriate window and door treatments. Retail windows, doors, display windows or arcades are required to make up 50-70% of the street facade on the first floor. Window and doors provide the possibility of interaction with the street: . The use of Leaded Glass is encouraged .~ -~ GOOD EXAMPLES OF WINDOW COVERINGS selected by Winter Springs Design Review Committee Temporary window coverings can be designed to create unique and inviting storefront displays and can be a very effective way, along with permanent shade devices such as awnings, to control sun exposure. Design is critical- and clear views of merchandise must not be disrupted: . Temporary window coverings must be operable, and able to provide clear views into storefronts. . 30% minimum should remain unobstructed and open to clear views even when temporary window coverings are drawn closed (for example, cafe curtains could cover the lower portion of the shopfront windows, but the upper portions would remain uncovered).
