Authorization ~ IDEPT //1" REQUEST: The Community Development Department requests that the City Commission schedule a Workshop to review and make recommendation regarding amending the list of permitted uses under the "C-2 General Commercial" and "1-1 Light Industrial" zoning districts. PURPOSE: To review the current permitted uses under the "C-2 General Commercial" and "1-1 Light Industrial" zoning districts and to consider appropriate additions or modifications to the existing list of permitted uses in each of these districts in order to promote sound planning and to provide adequate safeguards to protect against incompatible land uses which may impact adjacent or surrounding land uses. APPLICABLE LAW AND PUBLIC POLICY: Florida Municipal Home Rule Powers Act. Section 166.041(3)(c), Florida Statutes. CONSIDERATIONS: Winter Springs Ordinance 2002-07, adopted in July 2002, created a new Zoning classification category, "1-1 Light Industrial District", and amended the list of permitted, conditional, and prohibited uses under the existing "C-l Neighborhood Commercial District" and "C-2 General Commercial District" classifications. Industrial uses were eliminated from the revised "C-2 General Commercial District" and included within the new "1-1 Light Industrial District". As a follow-up to the establishment of the new classification, the City initiated an Administrative Re- Zoning for those parcels whose current land use best fits under the "1-1 Light Industrial District" classification and which have an underlying Industrial Future Land Use Map designation as illustrated in the City's current Comprehensive Plan. 090803_ Add-On _ Regular _ J _ Scheduling_ oC Permi tted _ Uses _ Workshop Last printed 9/5/2003 10:30 AM M:\ \&I September 8, 2003 REGULAR AGENDA ITEM J As part of this process, Staff became aware that additions and modifications to the existing language of Code need to be considered. At the Commission meeting of August 25,2003, the Commission directed Staff to prepare an agenda item for scheduling a workshop date for the purpose of reviewing the list of permitted uses within the "C-2" and "I-I" categories. At the regular meeting of the Planning & Zoning Board/LPA on September 3, 2003, the Board made a unanimous recommendation to the Commission to consider the attached lists of "Possible Permitted Uses to Add or Modify Within in I-I" and "Possible Permitted Uses to Add or Modify in C-2". The P&Z/LP A also requests to be included in the discussions at the workshop. STAFF RECOMMENDATION: Staff recommends that the City Commission schedule a joint workshop with the P&Z/LP A to address possible additions or modifications to the language of the Code, so that Staff may draft an ordinance accordingly.
