HomeMy WebLinkAbout2003 09 08 Consent D Removal and Replacement of Trees at City Hall COMMISSION AGENDA ITEM D CONSENT X INFORMA TIONAL ~ PUBLIC HEARING REGULAR September 8, 2003 Meeting MGRr /DEPT/~ Authorization REQUEST: The Public Works Department and City Forester recommend,; removal o/trees located at City Hall that are currently a maintenance problem due to health and location. PURPOSE: Request Commission approve plan for removal and replacement of trees at City Hall that are causing problems with roof drainage lines, sidewalks, and causing roof leaks. One tree measures (21") diameter and another measures (23") diameter with the remaining trees being smaller than specimen size. APPLICABLE LAW AND PUBLIC POLICY: On April 8, 2002, Chapter 5 of the City Code was repealed and replaced with Ordinance No. 2002-08 (pertinent sections enclosed as attachments). Sec. 5-2. Intent and Purpose. Sec. 5-3. Definitions. Sec. 5-8. Specimen or Historic Trees. Sec. 5-16 Waivers and Appeals. September 8, 2003 Consent Agenda Item - D Page 2 CONSIDERATIONS: 1) There are (5) oak trees at City Hall causing damage to the roof, drainage systems, and sidewalks. All trees are in close proximity to the building and as a result, leaves are collecting on the roof in key locations which have caused numerous repairs and leaks at City Hall. Additionally, root systems are restricting drainage piping which is vital in evacuation of water from the rooftop. Finally, sidewalks are being raised and has resulted in cracking. At least (2) trees are infected with mistletoe (a parasite) to the point to where the trees are in serious decline. The B.O.W.S. Board and Urban Beautification Coordinator have developed a plan for new landscaping. The plan consists of (2) Phases: Phase 1 involves the removal of(5) Oak trees and installation of the following: (7) Queen Palm, (3) Ligustrum trees, (5) Dahoon Holly, (2) Magnolia tree, (13) Nellie Stevens HoUy tree, and (1) Red oak tree. The total tree removal is (5) trees and total replacement planting is (31) trees. Phase 2 (March 2004) will remove dated shrubbery and install updated landscaping according to the approved B.O.W.S. board plan. 2) FUNDING: The cost of Phase 1 removal and replacement is a total of$9,700.00 and shall come from the City Arbor Fund. Work is to be performed under the direct supervision of Mike Mingea, City Forester and Steven Richart, Urban Beautification Coordinator. The cost of Phase 2 landscape improvement is estimated at a total of$ 16,000.00. September 8, 2003 Consent Agenda Item - D Page 3 IMPLEMENTATION SCHEDULE: Phase 1 work should begin immediately to prevent further damages to the City Hall roof and drainage piping. Phase 2 work to be implemented in March 2004. STAFF RECOMMENDATIONS: Staff recommends that the City Commission approve the request, Phase 1, removing the problem trees and proceeding with the replacement tree plantings. The proposed plan is (6) six times greater for replacements than required by City Arbor Ordinance ATTACHMENTS: 1.
