Authonzation REQUEST: The Parks and Recreation Department is requesting the City Commission approval to apply for a Community Development Block Grant (CDBG) for demolition of the Civic Center and construction of a new Senior Civic Center at Sunshine Park and authorize the City Manager to apply for this grant on behalf of the City of Winter Springs. PURPOSE: The purpose ofthis item is to apply for potential Grant Funds in the amount of $ 389,297.16 to construct a new Senior Civic Center at Sunshine Park. CONSIDERATIONS: . Parks and Recreation conducts various classes and programs and rents the Civic Center facility for public usage (most ofthe users are senior citizens). The Senior Center also conducts many programs and activities for the senior citizens at the Senior and Civic Center. . The Civic Center building is over 30 years old and in need of many renovations. . Improvements include demolition of exiting Civic Center and construction of a new building which includes large meeting room, divider, stage, ADA accessible door and restrooms, kitchen with appliances, storage, and office space. The structure will meet all current codes and requirements. . Construction of a new Senior Civic Center at Sunshine Park is eligible for potential CDBG funding. . Staff is in the process of completing all the required grant exhibits in order to meet the March 7, 1 2003 grant deadline. FUNDING: Funding is a 100% C.D.B.G. grant in the amount of$389,297. However, the City will have to fund any contingencies for which we would recommend budgeting $40,000 from park impact fees. RECOMMENDATION: Staff is recommending that the City Commission approve this application of a Community Development Block Grant and authorize the City Manager to apply for the grant on behalf of the City of Winter Springs, and if the grant is approved to appropriate $40,000 from park impact fees. Florida 32708 email info@sriarch.com AA-002984 Senior - Civic Center at Sunshine Park City of Winter Springs IS Feb 02 Outline Specifications Overview This project was developed out ofa growing need to provide additional meeting space for various community activities at Sunshine Park. In particular the need for space which is accessible for the disabled and user friendly for the City's senior citizens. OriginaIly the City's intent was to renovate the existing "Civic Center" building to provide ADA accessibility and easier access and use by senior citizen's, however to make the necessary improvements the construction cost exceeded $ 200,000. Upon further inspection of the existing facility and a more detailed analysis of its condition, additional construction costs were identified to make necessary structural repairs to the roof, accessibility renovations to the restrooms, and to upgrade the overaIl non-compliant, electrical system. With these growing renovation costs coupled with the potential unknown costs associated with renovations and the need for more space than the existing 3,000 square foot facility contained, it became clear that any money spent to improve the facility would be far better applied to a new building. Therefore this grant application is for demolition and replacement of an existing 40 + year old structure that does need meet code, with a new building containing approximately 1000 additional square foot of multi- purpose community meeting space. A. Civil 1. Clearing and site preparation shaIl be done in accordance with the recommendation of the geotechnical engineer. 2. We assume that water capacity is available on site and the new building will be connected to on site distribution with pvc pipe for potable water and the service size will be limited to this building's requirements. 3. We assume that sewer capacity is available on site and the new building wiIl be connected to on site distribution with pvc pipe and the service size will be limited to this building's requirements. 4. We assume that irrigation water capacity is available on site and the new building will be connected to on site distribution with pvc pipe and the service size will be limited to this building's requirements. 5. Stormwater retention system shaIl be instaIled per the St. Johns River Water Management District's and the City of Winter Springs design standards, and the retention area will be sized for this projects requirements only. 6. Landscaping, signage, and site lighting shall be provided in the immediate area of the buildings per City of Winter Springs standards. 7. Concrete walks shall be 4" 3000 psi concrete on 12" compacted base. 8. Power supply will be coordinate with FP&L and sized for this building's requirements only. 9. Paving will be normal wear I" asphalt in light traffic roads and parking area. B. Architectural I. The structural shell shall consist of concrete slab on grade, concrete running foundation, concrete block exterior bearing wall, and pre-engineered wood roof truss framing. 2. Exterior walls shall be a combination of stucco veneer base with vinyl siding above over rigid insulation. 3. Roofing shall be standing seam metal roof to match the existing building on exterior cdx plywood roof deck with 9" foil faced batt insulation. 4. Exterior doors for the bathroom building shall be insulated hollow metal doors and frames. 5. Interior doors shall be stain grade flush solid core wood doors in hollow metal frames, with an aluminum coiling roll up door at the kitchen area, folding acoustical partition to divide the multi- purpose space, and automatic entry doors to assist the disabled and the elderly. 6. Floor finishes shall be vinyl tile through out with non-slip ceramic tile in bathrooms and kitchen areas. 7. Ceilings shall be 2 x 4 lay-in acoustical tile. 8. Built in cabinetry shall be custom design, plastic laminate over plywood base construction, and is limited to counters as shown on drawings. 9. All door hardware shall comply with the Standard Building Code as well as with Florida's accessibility code. 10. Signage shall be provided to comply with ADA requirements. C. Mechanical 1. Plumbing fixtures shall be vitreous china with water closets and urinals being flush and lavs being wall hung. 2. Plumbing piping shall be copper supply, and PYC sanitary. 3. HY AC shall be a ducted supply and return split "dx" units. D. Electrical I. Light fixtures for the most part in all office and work areas shall be recessed lay-in fluorescent fixtures with "p" lamp fluorescent lighting in storage and mechanical areas. The open multi- purpose room will have indirect fluorescent tube fixtures for better overall illumination. 2. Emergency and exit sign lighting with integral battery packs will be provided for all means of egress. 3. Fire alarm, voice, and data will be provided. 4.
